REGULAR SESSION MEETING MARCH 25, 2024 Be it remembered on the 25th day of March at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on March 11, 2024, by Commissioner Frye, seconded by Commissioner Wilkins, the motion passed by a majority vote with Commissioners Russell and White Upon a motion by Commissioner Frye, seconded by Commissioner Wilkins to approve the minutes from the Special Meeting on March 15, 2024, the abstaining as they were not present at that meeting. 1 motion passed with a majority vote with Judge Carrasco and Commissioner Russell abstaining as they were not present at thatn meeting. 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for March 18th and 25th. Motion by Commissioner Russell, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. - Consider Treasurer's Payroll Report-Sharon May Judge Carrasco made the motion to approve the Treasurer's Payroll Report for March 15, 2024, Commissioner Frye seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Parmer County Constitutional Court Confidentiality Policy and Agreement Judge Carrasco discussed SB 10 which requires all courts to have a confidentiality policy and signed employee agreements. The Judge presented a policy approved by TAC. Commissioner Frye moved that Parmer County adopt the suggested policy. Commissioner White seconded and the motion passed with a majority vote. See attached. 8. Consider and Discuss Resolution of Parmer County Authorizing and Approving the Reappointment of a Director Representing the Interests of the County to the Panhandle Regional Housing Finance Corporation Judge Carrasco stated that Ronald Byrd is currently serving in this capacity and is willing to continue to serve. Judge Carrasco made a motion to authorize and approve Ronald Byrd to continue serving on the Corporation as a Director. Commissioner White seconded and the motion passed with a majority vote. See attached. 9. Consider and Discuss Purchase of Tractor for Use in Precinct #4 Commissioner Russell indicated his intent to purchase a used tractor for Pct. #4. He stated a purchase cost of $49,000.00 for the used tractor. Upon motion by Commissioner White to purchase the used tractor for the stated price, seconded by Commissioner Wilkins, the motion passed with a majority vote. 2 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: A. Consider and discuss Racial Profiling Report B. Consider and Discuss Local Agreements Regarding Asset Forfeiture Sheriff Geske stated that the Parmer County Jail is housing 35 inmates. 12 of which are from Lubbock County. The remaining 23 are Parmer He presented the Racial Profiling Report. See attached. After review, Judge Carrasco made a motion to accept the report as presented. Commissioner Frye seconded and the motion passed with a majority vote. Sheriff Geske reported that he does not have the Forfeiture Agreements ready to present. Judge Carrasco made a motion to table the Agreements until the next meeting. Commissioner Frye seconded and the motion County inmates. passed by majority vote. For informational purposes, Commissioner Wilkins reported that the hood of Pct. #2's water truck was blown off during the excessive winds of yesterday. With no further business to come before the Court, Commissioner White moved to adjourn.
