REGULAR MEETING MAY 9, 2022 Be it remembered on the 9th day of May 2022 at 10:06 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Charles Wilkins Kenny White Sharon May Susie Spring Judge Commissioner Pct. #2 Commissioner Pct. #3 County Treasurer County Clerk Also Present: Eric Geske, Sheriff Izzy Carrasco Mandy Taylor, Panhandle Community Service Grace Arzate, Panhandle Community Service Absent: Kirk Frye Casey Russell Commissioner Pct. #1 Commissioner Pct. #4 When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public made comments. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on April 25, 2022 by White, seconded by Judge Ellis, the motion passed. 1 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for April 29th and May 2nd, 4th, and 9th. Motion by Wilkins seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6.C Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Wilkins to approve the Treasurer's Payroll Report for April 29, 2022. Motion carried. See attached. 7. Consider Date for Canvass Since the required dates for canvassing the May 7th Amendment Election fall between the regular schedule for Commissioner meetings, Commissioner White made the motion that a Special Meeting be called for Monday, May 16th, 2022 at 10 AM. Commissioner Wilkins seconded and the motion passed. 8. Consider ARPA Annual Compliance Report Judge Ellis informed the Court that he and the Treasurer completed the Annual Report for ARPA monies. The Court reviewed the report. Judge Ellis made a motion the report be accepted, Commissioner White seconded and the motion passed. 9. Consider Water Line Under County Road Henry Clark applied to the Court to place a water line approximately one quarter mile south of CR T under CR 17. Upon a motion by White to approve the placement of the line, seconded by Wilkins, the motion passed. See attached. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center including but not limited to: Interlocal Cooperation Agreement Between Parmer County and Lubbock County for the Housing and Care of Inmates Sheriff Geske presented the Agreement that is a renewal of the existing one. He indicated that the prices that Lubbock County is charging have actually been reduced. Upon a motion by Judge Ellis to approve the agreement, seconded by Commissioner Wilkins, the motion passed. See attached. 2 Sheriff Geske reported 35 total inmates as of today, 22 of which are being He also reported that K.C. Padilla, Jailor, has been promoted to Deputy housed for Deaf Smith County. and will be attending the Fall Academy. The Judge informed the Commissioners that he had told the Sheriff to go ahead and order a new vehicle since the lead time is now sO long. He stated that his thoughts are to provide the Traverse for the Juvenile Probation Department. He will be checking with Bailey County to discuss their commitment to purchase their portion of the vehicle. He also stated that he planned for the older Tahoe from the Sheriff's Department be transferred to Representatives: from the Panhandle Community Services were present to update the Court on their programs available to the top 26 counties of the Texas Panhandle. They discussed ESG program, a grant for helping with housing during the COVID emergency. Discussed education for Earned Income Credit application and health navigation for CHIP and Medicaid programs. Also discussed was the transportation program and HUD services and utility Wendy Case for the Ag Extension vehicle. assistance. They stated their mission was to help low income families become self sufficient and trying to help them get out of poverty. They invited the Court to a dinner on June 2, 2022.
