REGULAR SESSION MEETING MAY 222023 Bei it remembered on the 22nd day of May 2023 at 10:01 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Mario Vidaurri, Chief Deputy Sheriff Awyna Sanchez, Tax Assessor-Collector Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 4. Approve Minutes from Previous Meeting 3. Open Forum for Public Comments Upon motion to approve the minutes from the Regular Meeting on May 8, 2023, by Commissioner Frye seconded by Commissioner Russell, the motion passed by majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for May 12th and May 22nd 2023. Motion by Commissioner White, seconded by Commissioner Frye to approve Payment of the. Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for May 15, 2023 Commissioner Wilkins seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Line-Item Transfers Treasurer, Sharon May presented the Line-Item Transfers necessary to Commissioner Frye made the motion to approve the Line-Item Transfers Commissioner White seconded and the motion passed unanimously. 8. Consider and Discuss Budget Amendments for the 2022 County Budget With the Line-Item Transfers approved, the Treasurer presented the Budget Amendments to complete the process of zeroing out the 2022 After discussion, Judge Carrasco made a motion to approve the Budget Amendments presented. Commissioner Frye seconded and the motion 9. Consider and Discuss Taking Bids to Chip Seal and Re-build Shoulder for zero out the 2022 County Budget. Budget. passed with a majority vote. See attached. CR 19 and Cemetery Road Commissioner Frye explained the need to repair this county road. He obtained an estimate that was over the $50,000 amount necessary fora Commissioner Wilkins made a motion to bid this project and to pay for it using % ARPA Funds and % from Precinct #1 funds. Commissioner White seconded and the motion passed with a majority vote. bid. The estimate came in at $61,000. 2 10. Consider and Discuss the Demolition and Removal of Two Old County Dwellings in Precinct #4 Commissioner Russell explained the need to demolish these old buildings on County property. They were used as housing for employees at one time but are now in dilapidated condition. Commissioner Russell stated Commissioner Frye made a motion to approve the demolition of the two buildings. Discuss Renovations in the Old Jail Commissioner Wilkins expressed the desire to consider building offices orai meeting room in the old jail. He stated we do need to keep some storage area, but wanted to consider other uses. Discuss TxDOT Notice of Virtual Meeting with In-Person Options Judge Carrasco presented a letter from TxDOT regarding a proposed project to place a bridge over the railroad at one of the Farwell crossings. The flyer accompanying the letter explained the time and place of the 13. Consider and Discuss Full' Time Secretary for Juvenile Probation Office meetings. See attached. Judge Carrasco informed the Commissioners that as a member of the Juvenile Probation Board, he has been requesting information on the funding for the Juvenile Probation Office. He detailed his meeting with the financial accountant for that office. He reported that the office gets aj yearly grant from the State. It is in the form of a matching grant requiring both Bailey and Parmer Counties to also contribute funding per year. This A recent audit was conducted of this office and at present there are approximately $260,000 in reserve. This money is money contributed by the counties, not the state grant. Judge Carrasco has proposed a cap on the money held by the Juvenile Probation Office from the counties at funding is a 60/40 split with Parmer paying the 60%. 3 $150,000. Any money remaining at the end of the year over that amount This money contributed by the counties is utilized to fund housing for any juvenile needing inpatient housing. Judge Carrasco also has asked the accountant to keep the money from Parmer County separate from Bailey County money. Each county would pay for the juveniles from their respective counties for housing. Ifa additional money is needed in any given year, the county responsible for the juvenile would be asked to contribute The state grant money is to pay for operations of the office, at the present time, the grant money would cover the secretary salary for this year. Next year the additional cost would be about $25,200 for moving to the full- time position. This amount would be split 60/40 by the two counties with During the recent audit, it was found the counties did not match the grant money at the required level sO that we would have to increase next year's Commissioner Russell made the motion to approve making the part time position a full-time position. Consider and Discuss Agreement between Parmer County and John Gurley The County has had an agreement with John Gurley to rent office space in Friona for Central Plains of Plainview MHMR office and the Community Supervision probation office for many years. At present, neither entity is Commissioner Frye made a motion that Parmer County not renew that lease as the space is no longer needed. Consider and Discuss Budget Workshop Dates Judge Carrasco brought up this topic and asked the Commissioners for their input. Commissioner Frye suggested that we schedule meetings for every Monday in August as we did last year. The Court discussed that the June and July regular court dates would work for reviewing the budget until that time. 4 Commissioner Russell made ai motion to add August 7th and August 21st as regular meeting dates for the budget workshop. Commissioner Wilkins 16. Consider and Discuss FY 2022 Region O Regional Water Planning Dues seconded and the motion passed with a majority vote. Judge Carrasco presented a letter and invoice he received from the South Plains Association of Governments for regional water planning. The county receives this invoice each year. After discussion, Commissioner Frye made the motion toi not pay these dues. Commissioner Wilkins seconded and the motion passed with a majority vote. 17. Consider and Discuss Bond for Tax Assessor/Collector Deputy Clerk On a motion by Commissioner Frye, seconded by Commissioner Wilkins to approve the bond for Kathy Vargas, the motion passed with a majority vote. Bond is on file in the Clerk's office. Enforcement Center Including but not Limited to: 18. Consider Any and all Matters Concerning the Parmer County Law (A) Consider and Discuss Mutual Aid Agreement between Parmer County Mario Vidaurri presented the Mutual Aid Law Enforcement Agreement in the Sheriff's absence. Commissioner Frye made the motion to approve the Agreement with Bailey County.
