REGULAR SESSION MEETING JUNE 26 2023 Bei it remembered on the 26th day of June 2023 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Sharon May Susie Spring Casey Russell Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 County Treasurer County Clerk Commissioner Pct. #4 Absent: Also Present: Mario Vidaurri, Chief Deputy Sheriff Awyna Sanchez, Tax Assessor-Collector Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. There were no comments from the public. 3. Open Forum for Public Comments 4. Consider and Discuss Bids to Chip Seal and Re-Build Shoulder for CR 198 Only one bid was received by the deadline. Judge Carrasco opened the bid from Bermea Construction Inc. The proposal calls for shoulder repair as well as chip sealing. The proposed price is $62,900.00. On a motion from commissioner Frye to accept the bid, seconded by Commissioner White, the motion passed by majority vote. See Attached. CRG 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on June 12, 2023, by Commissioner Wilkins seconded by Commissioner Frye, the motion passed by majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for June 26, 2023. Motion by Commissioner Frye, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for June 15, 2023 Commissioner Frye seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss Covered Parking Structure for the Courthouse Judge Carrasco stated that part of the discussion while the security audit was taking place, was to close off the radio tower and have secure He is proposing a covered parking area at the back of the Courthouse After discussion, Commissioner Wilkins made ai motion to table this issue until more information from the security audit became available. Farwell Fire Department The Farwell Fire Department has an approval from the Commissioners' Court to spend $20,000.00 from the ARPA funds. Originally, they requested bunker gear. They have reconsidered and are now ordering only aj portion of the bunker gear and request to spend the remaining money on radios. They will stay within the approved amount. On a motion by Commissioner White to approve the substitution, seconded by Commissioner Wilkins, the motion was approved by a majority vote. 2 10. Consider and Discuss Lease Agreement between Parmer County and Efrain Balli Commissioner Wilkins made the motion to extend the existing lease agreement for the land utilized for roll off boxes in Pct. 1. Commissioner Frye seconded and the motion passed by majority vote. See attached. Judge Carrasco informed the Commissioners that he would like to paint the kitchen in the old jail that is utilized as a break room by employees. He stated that the payment would be made out of the Courthouse Commissioner White made a motion to approve the project. 12. Consider Any and all Matters Concerning the Parmer County Law 11. Enforcement Center Mario Vidaurri, Chief Deputy presented the statistics in the Sheriff's absence. The Chief deputy stated that the Parmer County. jail is housing 35 inmates. 20 are Parmer County inmates. 9 are from Dawson County He informed the Court that the Sheriff's Office had hired a new. jailor and and 6 are: from Lubbock County. an opening remains for another. jailor.
