REGULAR MEETING SEPTEMBER 28, 2020 Be it remembered on the 28th day of September 2020 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Upon reading of the Minute of the last meeting, on a motion by Frye, seconded by Wilkins to approve the Minutes with a correction in regard to the Overpass; the minutes of the Regular Meeting on September 14, 2020 motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for September 23rd and 28th 2020. Motion by Russell, seconded by Frye to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by White, seconded by Wilkins to approve the Treasurer's Payroll Report for September 15, 2020. Motion carried. See attached. The Treasurer also presented a name change for two of the County Sheriff's bank account. See attached. Upon motion by Frye, seconded by White to accept the change for the Sheriff's accounts, the motion passed. 7. Consider CRI Consulting on Policy and Procedure Manual Upon considerable discussion, the motion was made to decline this Consulting Agreement at this time. Motion was made by White, seconded by Wilkins. Motion passed. 8. Consider Purchase of Road Grader for Use in Precinct #2 Commissioner Wilkins stated that he had received two bids and has decided to purchase the John Deere due to the pricing difference. See attached. Upon motion by Judge Ellis, seconded by Frye to purchase the road grader for Precinct #2, the motion passed. 9. Consider Rescheduling the October 12th Commissioner's Court due to the Columbus Day Holiday Upon motion by Judge Ellis, seconded by White to move the meeting to October 13th, the motion passed. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries was unable to attend this meeting, however Judge Ellis reported an incident in the jail last week that resulted in the Sheriff checking the security camera recording. Upon checking he discovered that the camera did not record the incident. Upon further investigation he discovered the need for upgrading the security camera system. Judge Ellis made a motion to table this issue until the Sheriff could attend the meeting. Commissioner Frye seconded the motion and the motion passed. 2 With no further business to come before the court, Commissioner White moved to adjourn.
