REGULAR MEETING SEPTEMBER 9, 2019 Be itr remembered on the 9TH day of September 2019 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Frye to approve the Minutes from the August 26, 2019 Regular Meeting with one correction. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for September 3rd and 9th. Motion by Russell, seconded by Wilkins to approve Payment of the Accounts Payable. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by White to approve the Treasurer's Payroll Report for August 30th. Motion carried. See attached. 7. Consider and Approve County Clerk's Archive Fee Motion by White, seconded by Frye to approve the County Clerk's Archive fee of$10 as part of the 2020 budget process. Motion carried. 8. Consider Adopting the 2020 Parmer County Budget Upon motion by Frye to adopt the Parmer County 2020 Budget for a total of$6,262,845.36 and a second by White, the vote was as listed below: Commissioner Frye-Aye Commissioner White-Aye Commissioner Russell-Aye Commissioner Wilkins-Nay Judge Ellis-Aye Motion carried. 9. Consider Adopting the 2020 Parmer County Tax Rate Consider Adopting the Maintenance & Operations Tax Rate Consider Adopting the Interest & Sinking Tax Rate Judge Ellis moved that the Property Tax Rate be increased by the adoption of a tax rate of 0.5492 which is effectively a 0.9534% increase in the tax rate. Upon a second by Commissioner Frye, the motion passed As listed below: Commissioner Frye-Aye Commissioner White-Aye Commissioner Russell-Aye Commissioner Wilkins-Aye Judge Ellis-Aye Included in the above tax rate, the motion was made by Judge Ellis that the General Tax Rate be set at 0.4135, seconded by Frye. Motion passed Also included was a motion by Judge Ellis that the Farm to Market Tax rate be set at 0.1095, seconded by Frye. Motion passed unanimously. Judge Ellis also made a motion that the Interest and Sinking Fund Tax Rate be set at 0.0262, seconded by Frye. Motion passed unanimously. unanimously. 2 This Tax Rate will raise more taxes for maintenance and operations than last year's tax rate. This tax rate will effectively be raised by 0.9534% and will raise taxes for maintenance and operations on a $100,000 home by approximately $32.59. 10. Consider Parmer County Burn Ban A discussion was held considering enacting the burn ban. Upon motion by White, seconded by Wilkins to table the issue until the next meeting, motion carried. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries had nothing to report at this time. With no further business to come before the court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at 10:52 o'clock A.M.
