REGULAR MEETING FEBRUARY 28, 2022 Bei it remembered on the 28th day of February 2022 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were present to make comments. 4.1 Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on February 14, 2022 by Russell, seconded by Frye, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for February 18th, and 28th. Motion by Wilkins seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. Motion by Russell, seconded by Wilkins to approve the Treasurer's Payroll Report for February 15, 2022. Motion carried. See attached. 7. Consider Upgrade to Election Equipment to Comply with the New HASH 6. Consider Treasurer's Payroll Report-Sharon May Testing Requirements Susie Spring, County Clerk presented the purchase order for the election equipment. The computer is sent to an offsite certified upgrading technical service lab. The cost for this upgrade is $1,689.00. Upon a motion by Frye to approve the upgrade, seconded by White, the motion passed. 8. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not limited to: (A) Consider Racial Profiling Report Sheriff Geske reported 18 total inmates as of today. Five are being housed for Deaf Smith County. He stated that he was in talks with Dawson County to possibly house some of their inmates. He presented the Racial Profiling Report. The Sheriff's Department made 346 traffic stops in the last year. He presented a breakdown of the stops according to race/ethnicity, gender and reason for stop. In the majority Commissioner White made the motion to approve the Racial Profiling Report with a second from Commissioner Russell. The motion passed. Sheriff Geske also informed the Court that the Sheriff's office was supplementing the Farwell and Bovina Police Departments as they both He stated that he will be using seizure funds to purchase Kevlar helmets With no further business to come before the Court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at ofs stops, race/ethnicity was not known prior to the stop. only have the Chief.
