REGULAR SESSION MEETING AUGUST 28, 2023 Be it remembered on the 28th day of August 2023 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on August 21, 2023, by Judge Carrasco seconded by Commissioner Frye, the motion passed by majority vote. 5. Consider Approval and Payment of Accounts Payable-Sharon May 1 Sharon May reported the Accounts Payable List for August 28th 2023. Motion by Judge Carrasco, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner White made the motion to approve the Treasurer's Payroll Report for August 15th 2023 Commissioner Frye seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Resolution Calling for the Closing of the Railroad Crossings Located on CR 14 near Friona, TX The DOT has requested the resolution from the Court to close the crossings due to the building of the bridge to Cargill over the highway. Judge Carrasco explained this was really CR 14 and 15 by Cargill. Commissioner Frye expressed concern that the DOT not close both crossings at once. The Judge called a briefrecess in order to call the DOT Judge Carrasco then explained that CR 15 crossing would be closed at the beginning of the project and the new crossing for CR 14 will be built Judge Carrasco made a motion to accept the Resolution for closing the CR 14 and 15 Railroad crossings. Consider and Discuss Payment Increase for Jurors andJury Service Treasurer, Sharon May informed the Commissioners of HB 3474 passed by the 88th Legislature. It increased the amount of pay for Jurors. The bill states that not less than $20 shall be paid for the first day or part thereof and not less than $58 be paid for any day following the first day The Treasure proposed a rate of $20 for the first day and $60 for each succeeding day. This will make it easier on her office in regard to payment as the County pays in cash and This would prohibit counting Commissioner White made a motion to accept the proposed rates. JP #1 Justice of the Peace, Pct. 1, Rhonda Wilkins presented 8 hours of continuing education for approval. See attached. Commissioner Frye made the motion to approve. Commissioner Russell seconded and the motion passed with majority vote. 10. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: (A) Consider and Discuss 2024 Sheriff's Fees Sheriff Geske stated that the Parmer County. jail is housing 39 inmates. 24 of which are from Lubbock County. He stated that this year to date, the Parmer County Sheriff's Office has billed $168,610.00 for housing inmates The Sheriff presented the fees of his office for 2024. There are no changes Commissioner Russell made a motion to approve the fees as presented and Commissioner Frye seconded. The motion passed with a majority vote.
