REGULAR MEETING JUNE 10, 2019 Be it remembered on the 10th day ofJune 2019 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members To-wit: present, Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Also attending: Matt Mikolay, Titan LED Lighting Solutions When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Consider Lighting Upgrades to the Courthouse, Sheriff's Office and Jail with Titan LED Lighting Solutions. Matt Mikolay presented the benefits of changing to LED lighting throughout the facility. He presented the average current cost of electricity per month VS. the proposed changes cost per month detailing a Total cost of the project will be $46,609.83. Estimated benefit for equipment alone is that it pays for itself in 2.5 years. With the installation cost the project pays for itselfi in about 3.5 years. On a motion from Frye and a seconded by Russell to install the LED lighting in the Courthouse, Sheriff's office and Jail the motion passed. 75% savings with the new lighting. See attached. 1 4. Update of Video Magistrations Justice of the Peace, Haseloff reported on the implementation of the video for the Justices to magistrate issues via video. She reported after a series ofissues, the program is now working. She provided their new fine and court costs that were increased in March to pay for the program. The collected fees are transferred into the General Account and the cost of the program is paid out of this account. See attached. 5. Ag Agent Update Sergio Mendez presented the update from the Agricultural Extension Office. He discussed the following: LivestockJudging, Cotton and Corn Planting, Archery Contest, Leader Lab, and Pistol Contest. See attached. Sergio also announced at the meeting that he was resigning his position effective July 31, 2019.Judge Ellis and the Commissioners expressed their gratitude for his work on behalf of the County and wished him well in his new endeavor. 6. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Wilkins to approve the Minutes from the Previous Meeting. Motion carried. 7. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for June 5th & June 7th.N Motion by Frye, seconded by Wilkins to approve Payment of the Accounts Payable. Motion carried. See attached. 8. Consider Treasurer's Report-Sharon May Motion by White, seconded by Frye to approve the Calculated Payroll and Disbursement for all Parmer County Employees for May 31, 2019. Motion carried. See attached. 9. Consider Order for Disbursement of Salaries and Routine Office Expenses With the passage of Senate Bill 354, 86th Legislative Session that provides that county funds previously budgeted for salaries and authorized office expenses may be disbursed as payment for a salary or routine office expense, the Court orders that the Treasurer may upon submission of all necessary payroll information by the appropriate department head or supervisor disburse these funds. See attached. On a motion by Frye, seconded by Russell, to accept the order, the motion passed with a 5 aye vote to a 0 nay vote. 10. Consider Lease Agreement with Efrain Balli The County has a contract with Efrain Balli for roll off boxes in Friona. They considered their right of option 2 in the original contract to extend Motion by Frye, seconded by White to extend the lease term for one year beginningJune 10, 2019 to June 10, 2020. Motion passed. See attached. the lease agreement for one year. 11. Consider Placement of Gas Line under County Road AgriTexGas, LP submitted an application to place a gas line under County Road DD to connect Haakma & Sons Dairy. Upon motion by White, seconded by Frye to allow the placement of the gas line, motion passed. See attached. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries stated that his office was undergoing a CJIS audit by DPS. He also stated he has received the estimate for the hail damage for his He has a jail population of 17 at present. He reported an opening for a Deputy position. county vehicle.
