REGULAR MEETING DECEMBER 23, 2019 Be it remembered on the 23rd day of December 2019 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by Wilkins to approve the Minutes from the December 9, 2019 Regular Meeting. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 17th and 23rd Motion by Wilkins, seconded by White to approve Payment of the Accounts Payable. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by White, seconded by Frye to approve the Treasurer's Payroll Report for December 15th. Motion carried. See attached. 7. Consider Road Use Agreement for Lazbuddie Wind Energy LLC. Judge Ellis discussed the Agreement with Lazbuddie Wind Energy LLC for road improvements and maintenance for the anticipated improvements made in the Reinvestment Zone. He has discussed this with the Underwood Firm Attorney, James Wester, who made the suggestion of the agreement included in these minutes. After discussion in the Court, Commissioner Wilkins made a motion to delay approval till the next meeting giving everyone a chance to review the document. Commissioner Frye seconded the motion and the motion passed with Commissioner Russell abstaining. See attached. 8. Consider Fiber Optic Cable Under County Road. After reviewing the request and accompanying map, the Commissioners decided this was a private road not a County Road. They, therefore, declined to take any action on this agenda item. 9. Consider Continuing Education Hours for the County Clerk Motion by Frye, seconded by White to approve the presented 91.15 hours of continuing education. Motion passed. See attached. 10. Consider Continuing Education Hours for the Justice of the Peace, Pct. #1 Motion by Russell, seconded by Wilkins to approve the continuing education hours for the JP. Motion carried. See attached. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Deaf Smith County. Sheriff Geries reported a jail census of 15 inmates. Five are being held for He reported on the recent fire at the Cottonwood Apartments in Friona. He said mutual aid was received from the Hereford and Amarillo Fire Departments. The Red Cross from Amarillo and Lubbock both responded as many residents were displaced for a time and six apartments are: no longer habitable. He stated he was impressed by the community response to the incident. 2 Sharon May presented Healthy County opportunities for the New Year Judge Ellis expressed appreciation to the Sheriff for his efforts and the and encouraged that the employees be informed.
