REGULAR MEETING MARCH 22, 2021 Be it remembered on the 22nd day of March 2021 at 10:08 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courtin the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were present. 4. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes of the last meeting, on a motion by White, seconded by Russell to approve the Minutes of the Regular meeting on March 8, 2021 with the corrections suggested, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for March 12th and 22nd Motion by Frye, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Russell, seconded by Frye to approve the Treasurer's Payroll Report for March 15, 2021. Motion carried. See attached. 7. Consider Line Item Transfers for 2020 Budget Year Treasurer Sharon May presented the Line Item Transfers for the Budget Year 2020 to the Court. After discussion, motion by Frye, seconded by White to approve the Line Item Transfers, the motion passed. See attached. 8. Consider 2020 Budget Amendments Treasurer Sharon May presented the Budget Amendments for the 2020 Budget year. Upon motion by Wilkins to approve the Budget Amendments, seconded by Russell, the motion passed. See attached. 9. Consider Cost of Generator for the Courthouse Sheriff Geries reported on the status of the movement of the old emergency generator from the jail to the Courthouse. This has been previously approved by the Commissioners Court. The Sheriff reported that he has been having difficulty in reaching Chris Phillips to whom the bid was awarded. He did get him this morning and was told that Chris is awaiting some additional concrete work to enlarge the pad upon which to place the generator. The Sheriff reported he had asked for an additional cost from someone else since he could not contact Chris. Judge Ellis lead the discussion on whether to go ahead with the relocation of the generator. There was discussion about Pct.#3 moving the generator and also about getting the concrete done by someone else. The Commissioners agreed to move ahead with the project but to try to get someone else to complete the concrete work. If the concrete can be done, Chris Phillips said he could move the generator by mid-April. 10. Consider Cybersecurity Training for 2021 through Texas Association of Counties Upon motion by Frye, seconded by White to approve training through TAC, the motion passed. 2 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries reported 23 inmates as of today. He indicated that 4 inmates from Deaf Smith County are now housed in the Parmer County He reported he is working on his plan to allow visitation in the jail again. He indicated, the new phone system will soon be operational in the Jail. Sheriff's office. With no further business to come before the court, Commissioner White moved to adjourn.
