REGULAR MEETING NOVEMBER 9, 2020 Be iti remembered on the 9th day of November 2020 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public audience had any comments at this time. 4. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes of the last meeting, on a motion by Russell, seconded by Frye to approve the Minutes of the Regular meeting on October 26, 2020 with changes noted to the minutes, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for October 30th and November 2nd and 9th 2020. Motion by Wilkins, seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by White to approve the Treasurer's Payroll Report for October 30, 2020. Motion carried. See attached. 7. Canvass the Votes for the November 3, 2020 General Election Susie Spring, Parmer County Clerk reported the election result totals by precinct and overall for each Federal, State and County office. Also reported were the percentage of voters by precinct. After review, on a motion by White, seconded by Russell to approve the Election Results, the motion passed. See attached. 8. Consider Parmer County COVID policy. Judge Ellis informed the Court of the Federal policy that was issued after the Parmer County Commissioner's Court passed their policy allowing 80 additional sick hours for any employee having the virus or quarantining for the virus. The Federal policy also stated that employees be given 80 additional hours. TAC HR advised the Commissioners to clarify their policy. After discussion, it was suggested that the original policy be amended to state that the additional Federal hours be added to the policy but that it ends on December 31, 2020. Also, that to qualify for the sick hours, the employee must have a physician's note or positive test. Upon a motion by Frye to accept the amendment to the policy, seconded Consider Resolution of Parmer County, Texas authorizing and approving the reappointment of a Director Representing the Interests of the County to the Panhandle Regional Housing Finance Corporation Whose Term of Judge Ellis reported that the term for the representative to the Panhandle Regional Housing Finance Corporation has expired. He stated that Ronald Byrd from Farwell has been the representative for Parmer County for many years and is still willing to serve on this board. Upon motion by Frye to approve Ronald Byrd for this position, seconded by White, the motion passed. 9. Office has Expired. by White, the motion passed. See attached. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Eric Geske, Chief Deputy reported in the absence of the Sheriff. 2 He informed the Court of an incident that happened over the weekend at the jail. An inmate that had been in an altercation with a deputy last month was involved in another incident in which a jailor was injured. The injury will be reported as a worker's compensation incident for the The Judge reported for the Sheriff that the moving and installation of the jail's old emergency generator to the courthouse will be $12,000. After discussion, Commissioner Wilkins made the motion to approve moving the generator to the courthouse. Judge Ellis seconded and the motion county. passed. With no further business to come before the court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at 11:18 o'clock A.M.
