REGULAR MEETING DECEMBER 12, 2022 Be it remembered on the 12th day of November 2022 at 10:01 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Daniel Kaltwasser, Farwell FD Weldon Kube, Farwell EMS When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were: no comments from the public. 3. Open Forum for Public Comments 4. Consider Request for ARPA Funds for the Farwell Fire Department and Farwell EMS Daniel Kaltwasser from the Farwell Fire Department requested the County provide ARPA Funds for the purchase of an extractor to wash bunker gear, three sets of additional thinner gear and three sets of bunker gear for the Farwell FD. Total cost of the entire request is Commissioner White made ai motion to utilize ARPA funds for this request. Commissioner Frye seconded and the motion passed. Weldon Kube presented a request for a LUCAS Chest Compression System for the Farwell EMS. Due to a shortage of personnel, this equipment can be life saving in the event of the need to resuscitate an individual. Total cost of this request is $19,323.12. Commissioner White made a motion to utilize ARPA funds to purchase this equipment for the Farwell EMS. Commissioner Wilkins seconded $20,033.45. and the motion passed. 5. Read and Approve Minutes from Previous Meeting Upon motion to approve the minutes with one correction, from the Regular Meeting on November 28, 2022, by Russell seconded by Wilkins, the motion passed. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for December 5th and 12th Motion by White, seconded by Frye to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for November 30, 2022. Commissioner Frye seconded and 8. Consider Request from Parmer County Employees for Payment on Unused the motion passed. See attached. Vacation Hours This item was tabled during the last meeting. Consider Fire Reports Fire Reports were presented from the Cities of Farwell, Bovina and Friona and from the communities of Lazbuddie and Rhea-Hollene. The following number of County calls were approved for each Fire Department as follows: Farwell-69 Bovina-37 Friona-81 Lazbuddie-27 For a total of 214 calls. Rhea-Hollene had 9 calls. Each call will be subsidized at the rate of $186.92. The following amounts would be distributed: Rhea-Hollene is subsidized at the first of each year. $40,000 remain to be divided by the other Departments. Based upon the total number of calls. Farwel-$12,897.48 Bovina-$6,916.04 Friona-$15,140.52 Lazbuddie-$5,046.84 Upon a motion to distribute the money as discussed by Russell, seconded 13. The Sheriff reported 37 inmates with 8 of those from Deaf Smith County He reported that the new car is here and almost outfitted for patrol. He said the "bleed kits" for the Courthouse are here and will be installed at various locations throughout the building. In an attempt to obtain a permit, the SEC had no record of the tower after the year 2000, when apparently some renovation took place.
