SPECIAL MEETING OCTOBER 20, 2021 Be it remembered on the 20th day of October 2021 at 1:33 o'clock P.M., there was Begun and Holden a Special Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk Also present: Jeff Actkinson, County Attorney Charles Kimbrough, Bickerstaff Heath Delgado Acosta, LLP When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments No one from the public was present for comments. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes by White with the noted corrections, seconded by Russell, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for October 4th, 13th and 20th. Motion by Frye, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Frye to approve the Treasurer's Payroll Report for September 30, 2021. Motion carried. See attached. 7. Consider Rescheduling Commissioner's Court on October 25, 2021 because of Redistricting Upon a motion by Russell, seconded by White to move the Commissioner's Meeting from October 25th to October 26th at 10 o'clock A.M. sO that Charles Kimbrough can again address the Court on redistricting, the motion passed. 8. Consider Friona ISD Request for Permanent School Funds Friona has requested all of their Permanent School Funds sO that they might paydown the bond indebtedness. Judge Ellis informed the Court that the amount would be $2,252,904.42. Upon motion by Frye to approve the request, seconded by Judge Ellis, the motion passed. 9. Consider Phone System Judge Ellis reminded the Court of the issues with the Ideacom phone system. Not the least of which is a delay in answering due to system issues. Sheriff Geries obtained a bid for a different system from Plateau. Itwould be less expensive than the existing contract with Ideacom. He then reported that Ideacom has offered a new system as yet untried that would cut the cost of the existing system we have with them. Jeff Actkinson, County Attorney has reviewed the existing contract and stated his opinion that we could terminate it. Discussion ensued. No consensus was reached and Commissioner Frye made a motion to table the issue until the November 8th meeting, Commissioner White seconded and the motion passed. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries reported 36 inmates as of today. One is still housed in Lubbock and 13 are being housed for Deaf Smith County. He made a suggestion that we revisit the 911 maps and consider the boundaries since this has not been done in a long time. He stated that he would discuss this with PRPC and report on the discussion. 2 11. Discussion and potential action will occur regarding the County's 2021 Redistricting Project, Including: A. The Initial Assessment Presentation by the County's redistricting counsel in regard to the County's redistricting obligations based upon the 2020 Census data B. Discussion and Approval of redistricting criteria to be utilized C. Discussion and Approval of redistricting guidelines which set D. All related project matters, including documents, analysis, and by the County for the project standards for public participation for the project scheduling Charles Kimbrough presented the initial assessment of the redistricting project. He discussed the results of the 2020 Census and stated that Parmer County lost 400 people from the last census. He presented the population in each Commissioner's Precinct as well as the number of voting age population. He discussed the percentage of ethnicities in each Based on all the relevant figures, the County precincts are not balanced He explained the necessity for the Court to adopt a criteria and guidelines for the redistricting project. He presented examples of the two Upon motion by Commissioner Frye to adopt the criteria suggested, seconded by Commissioner Russell, the motion passed unanimously.
