REGULAR MEETING DECEMBER 14, 2020 Be it remembered on the 14th day of December 2020 at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Trey Ellis Sharon May Susie Spring Casey Russell Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Judge County Treasurer County Clerk Commissioner Pct. #4 Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public audience had any comments at this time. 4. Read and Approve Minutes of the Previous Meeting Upon reading of the Minutes of the last meeting, on a motion by Frye, seconded by White to approve the Minutes of the Regular meeting on November 23, 2020, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 1st and 14th 2020. Motion by White, seconded by Frye to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Wilkins, seconded by Frye to approve the Treasurer's Payroll Report for November 30, 2020. Motion carried. See attached. 7. Consider New Phone System for the Courthouse and Law Enforcement Center. Judge Ellis reported that he and the Sheriff have been researching upgrading the existing phone system at the Courthouse and Jail. He presented a quote from Ideacom of Amarillo. See attached. He described the advantages over the existing system. He stated the phone system is in the budget for next year but that we have money remaining in the Courthouse improvement funds this year. He also brought attention to the promotional discount of $9,772.20 if we accept the quote prior to December 18, 2020. The purchase price of $37,358.45 includes five years of equipment warranty and software assurance. After discussion, Judge Ellis made the motion to accept the bid from Ideacom. Commissioner Frye seconded and the motion passed. 8. Consider Request from Bovina ISD for Permanent School Funds Upon motion by Frye to approve the $83,814.55 requested, seconded by Wilkins, the motion passed. See attached. 9. Consider Request from Parmer County Employees for Payment of Unused Vacation Hours Sharon May presented the employees requesting the payment and the amounts as well as the approval from their supervisors. It was noted that the same employees request this every year. After much discussion including the agreement that this needs to be addressed differently in the Employee Handbook revision, and that the current Handbook allows for this action, Commissioner Frye made the motion to approve these payments. Commissioner White seconded and the motion passed. 10. Consider Bond for Parmer County Deputy District Clerk Upon motion by Frye, seconded by Wilkins to approve the bond for Matthew Ancira, Deputy District Clerk, the motion passed. 2 11. Consider Approving Continuing Education Hours for Parmer County Tax Assessor Upon motion by Frye, seconded by White, to approve the continuing education hours for Awyna Sanchez, Parmer County Tax Assessor- Collector, the motion passed. 12. Consider Tower Lease Sheriff Geries brought the invoice for the radio tower lease from the ABCD Fleming Family Trust for use of the radio tower for one year. Apparently the Sheriff has been paying this lease but states that his portion has been paid by PRPC. Confusion exists as to whether the lease is $1200.00 total or the Sheriff is responsible for that amount and the Upon motion by White to table this issue until answers can be obtained, County is responsible for an additional $1200.00. with a second by Wilkins. The motion to table passed. 13. Consider 2020 Fire Reports Fire reports from the Volunteer Fire Departments of Bovina, Friona Farwell, Lazbuddie were presented for compensation for out of City responses. The Rhea-Hollene Volunteer Fire Department also presented a report but they have accepted previous compensation. (See attached) With approximately $40,000.00 available, the reimbursement per call is $242.00. departments qualified for the following amounts: Bovina Farwell Friona Lazbuddie $7,744 $11,132 $14,036 $7,018 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. Sheriff Geries was unable to attend the meeting and no report was given.
