June at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Jill Timms, Appraisal District Shawn Knox, Perdue, Brandon, et. al. Blake Newton, Perdue, Brandon, et. al Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Consider and Discuss Collection Report from Perdue, Brandon, Fielder, Collins and Mott, LLC Shawn Knox and Blake Newton presented the 2023 delinquent tax collections for the last four years. They informed the Court that 93% of 1 taxes were collected for the 2023 tax year sO they will be trying to collect They explained the process of collections to include, phone contact and contact by mail. Once substantial contact has been made and after all time limitations are met, then a court case will be filed. Once judgement is rendered; payment may be received. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on May 20, 2024, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by a majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for May 24th and June 3rd and 10th. Motion by Judge Carrasco, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for May 31, 2024, Commissioner White seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss Release of Easement and Right of Way on Portion of CRS After consultation with the County Attorney, Judge Carrasco presented a document titled "Grant of Releases of Easement Agreement". This will grant Bovina Feeders, Inc. and Thomas and Debra Beauchamp Trust all interests and rights in this easement to the above listed current land Judge Carrasco made a motion to grant this easement as represented in the Agreement, Commissioner White seconded and the motion passed by owners. majority vote. See attached. 9. Consider and Discuss Parmer County Burn Ban 2 In light of recent rainfall, the Court discussed lifting the burn ban. The Court took into account the forecast of continue hot and dry weather. Judge Carrasco made a motion to keep the burn ban in place at this time. Commissioner White seconded and the motion passed by majority vote. See attached. 10. Consider and Discuss Restrictions on Fireworks The ability for the county to restrict fireworks is dependent on the drought monitor. At present Parmer County sits at 402 on the drought monitor. In order to restrict the fireworks, the drought monitor must be Commissioner White made the motion to lift any restrictions on fireworks at this time. Consider and Discuss Water Line under County Road Rodney Wren has applied to place a water line under CR5 at CRU east on CRU to tie into existing line. Commissioner White made a motion to approve the placement of the line. Commissioner Frye seconded and the motion passed with a majority vote. The document is on file in the Clerk's office. 12. Consider and Discuss Cybersecurity Training through Texas Association of Counties The Judge informed the Court that it was time for the annual cyber training for all employees. He informed the court that Michell Agee would set up the training. 13. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: A. Consider and Discuss 207K Exemptions for Dispatchers B. Consider and Discuss K-9 Walmart Grant Sheriff Geske reported that the Parmer County Jail is housing 23 inmates. At present no inmates from other counties are being housed. He informed the Court he had been working with TAC in order to place the dispatchers on the same 207K Exemption that the Jailers and Deputies are on. This allows them to work up to 171 hours of a 28 day pay cycle before any overtime is paid. They will be working 12 hour shifts. 3 Upon a motion by Commissioner Frye, seconded by Commissioner Russell to approve the 207K Exemption for dispatchers, the motion passed with a Sheriff Geske then explained that the Sheriff's office wants to apply for a K-9 Walmart grant. He stated Parmer County K-9 program is eligible for up to $20,000 per year in four installments. They must apply each of the four times to receive the grant. On a motion by Commissioner Russell to approve the application process, seconded by Judge Carrasco, the motion majority vote. passed by majority vote.
