REGULAR SESSION MEETING OCTOBER 10, 2023 Be it remembered on the 10th day of October 2023 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Kenny White Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Commissioner Pct. #3 Absent: Also Present: Charlotte Marrufo, DA's office Alan Bristol, TAC Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. Judge Carrasco introduced Alan Bristol from TAC. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on September 25, 2023, by Commissioner Frye seconded by Commissioner Wilkins, the motion passed by majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for September 28th and October 10th 2023. Motion by Judge Carrasco, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for September 29th 2023 Commissioner Russell seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss District Attorney's Forfeiture Report Charlotte Marrufo from the District Attorney's office presented the Forfeiture Report which is a compilation of both Bailey and Parmer Commissioner Frye made the motion to approve the Forfeiture Report. Judge Carrasco seconded and the motion passed with a majority vote. 8. Consider and Discuss Resolution to Elect Directors for the Appraisal County funds. See attached. District of Parmer County for 2024-2025. This is a yearly duty for the County Commissioners. The County as a taxing entity has 1470 votes that may be cast. Judge Carrasco abstained from discussion or voting as Rocio Carrasco is on the ballot. After discussion, Commissioner Frye made the motion to cast one-half the votes for Brenna Burch of Lazbuddie and one-half the votes for Rocio Carrasco of Bovina. This equaled 735 votes for each. Commissioner Russell seconded, and the motion passed with three Commissioners voting for the motion and Judge Carrasco abstaining. 10. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske stated that the Parmer County jail is housing 35 inmates. 20 of which are from Lubbock County and 2 of which are from Lamb County. 2 He presented two agreements for the Court to consider. An extension and renewal with Justice Benefits, Inc. This group handles the SCAAP funding Upon a motion by Commissioner Frye to approve this agreement, seconded by Commissioner Russell, the motion passed with a majority vote. See Sheriff Geske also presented an Interlocal Agreement with Castro County to house inmates for them as necessary. This is the same agreement that Upon a motion by Commissioner Russel to approve this agreement, seconded by Commissioner Wilkins, the motion passed with a majority for the Sheriff's Office. attached. the County has with other Counties to house inmates. vote.
