REGULAR MEETING OCTOBER 28, 2019 Be it remembered on the 28th day of October 2019 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Casey Russell Trey Ellis Sharon May Susie Spring Absent: Kenny White Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 Judge County Treasurer County Clerk Commissioner Pct. #3 When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by Wilkins to approve the Minutes from the October 15, 2019 Regular Meeting. Motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for October 22nd and 28th. Motion by Frye, seconded by Wilkins to approve Payment of the Accounts Payable. Motion carried. See attached. 1 6. Consider Treasurer's Report-Sharon May Motion by Russell, seconded by Frye to approve the Quarterly Treasurer's Report ending September 30th. Motion carried. See attached. 7. Consider New County Agent for Parmer County Michael Clawson, District 2 Supervisor for Texas A8M AgriLife Extension was present to introduce Janelle Duffey as the candidate for the new Extension Agent for Parmer County. Janelle is originally from New Mexico and was raised in a farming family. Her father was an extension agent and she has been an extension agent in New Mexico for a number Judge Ellis made the motion to accept Janelle Duffey as the new AgriLilfe Extension Agent for Parmer County. Seconded by Commissioner Frye, ofyears. motion passed. Her first day will be November 4, 2019. 8. Discuss the DIR Contract for Election Security Assessment County Clerk, Susie Spring discussed the mandatory requirement from the State to have the Department of Information Resources conduct a security assessment for Parmer County. She has received an Interlocal Contract from the State and suggests that the County Attorney review this prior to the Commissioners vote on approving the contract. Judge Ellis will contact Jeff Atkinson to have him review the contract prior to the next meeting. 9. Consider Re-Scheduling Commissioner's Court November 11, 2019 to November 12, 2019 Upon motion by Frye, seconded by Russell to move the Court due to the Veteran's Day Holiday, the motion carried. 10. Consider Parmer County District Attorney's Annual Forfeiture Fund Report. Upon motion by Frye, seconded by Wilkins to approve this Report, the motion passed. See attached. 11. Consider Approving Continuing Education Hours for Justice of the Peace Pct. #1 Upon motion by Frye, seconded by Wilkins to approve 25 Continuing Education Hours for JP Pct. #1, the motion carried. 2 12. Consider Water Line Under County Road Henry Clark has requested to place a waterline one mile north of the intersection of Hwy 86 and CR 20. Upon a motion to approve placement of this line by Wilkins, seconded by Frye, the motion passed. See attached. 13. Consider Any and All Matters Concerning the Parmer County Law Sheriff Randy Geries presented the Court with the average daily population report for the jail for the year to date. He reported a population of28 today. Sheriff Geries reported that the Sheriff's Department would be actively participating in Halloween activities in Farwell, Bovina and Friona on Thursday. They will be serving lunch in the Farwell schools and hosting a community candy give away in Friona at the Community Center.
