REGULAR MEETING JULY 22, 2019 Be it remembered on the 22nd day ofJuly 2019 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courtin the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Also Present: Todd Christian, Parmer County Soil and Water Conservation Dist. When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open forum for Public Comments Todd Christian was present to answer questions the Commissioners had from the previous meeting in regard to what maintenance and costs the funding the County provides yearly for the Running Water Draw Watershed Protection was utilized for specifically. Mr. Christian reported it was placed in the District's General Fund and not specifically used for work on the dams. The Judge requested that Mr. Christian talk with his Board and come back with any specific costs the County could budget for maintenance of the dams moving forward, if necessary. 1 4. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Russell to approve the Minutes from the Previous Meeting with noted correction. Motion carried. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for July 17th and 22nd. Motion by Frye, seconded by Wilkins to approve Payment of the Accounts Payable. Motion carried. See attached. 6. Consider Treasurer's Report-Sharon May Motion by White, seconded by Frye to approve the Treasurer's Payroll Motion by Wilkins, seconded by Frye to approve the Treasurer's Report. Motion carried. Consider Policy Change to the Parmer County Employee Handbook After meeting with Michele Arseneau from Texas Association of Counties, a consultant for Human Resource issues, Judge Ellis proposed a change to the employee Handbook. The Handbook will reflect that only regular Motion by Russell, seconded by White to change the handbook to reflect that only regular full time employees are eligible to accrue sick time. full time employees will be eligible to accrue sick time. Consider Inter-Local Agreement for Provision of Equipment and Consumables This agreement is between the State ofTexas acting through the Texas Department of Motor Vehicles and the County. This agreement provides for the County Tax ASseSsor-Collector to utilize the State's equipment for Motion by Frye, seconded by White to pass resolution 2019-7-2 authorizing the County's participation in this Agreement. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries stated he has a jail population of22 at present. He reported that a dispatcher has resigned due to health reasons sO that he has an opening for that position at present. He also reported participation by the Sheriff's Office in the Cheeseburger Festival in Friona this past weekend. With no further business to come before the court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at 11:28 o'clock A.M.
