REGULAR MEETING DECEMBER 21, 2021 Be it remembered on the 21st day of December 2021 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Members Absent: Trey Ellis Judge Also Present: Rob Pomper, Stateline Tribune Jeff Actkinson, County Attorney Jayme Schlabs, Sheriff Deputy Mario Vadaurri, Sheriff Deputy Yurban Salinas, Sheriff Deputy Samantha Cortez Isabel Carrasco When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments Mr. Carrasco addressed the Court. He stated that he did not agree with the state law of allowing a candidate for another office to continue in his previous office as a hold over until someone can be appointed for that 1 office. He doesn't agree that no one is competent to be appointed in the Sheriff's place. He also stated that the Sheriff should not get a paycheck from the County while campaigning. He stated that the citizen's of Parmer County see this as a "buddy, buddy thing". He urged the Commissioners to "do the right thing and accept his resignation and let him run like everybody else" running for that office. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from December 13, 2021 by White, seconded by Wilkins, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 21st. Motion by Russell seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Wilkins to approve the Treasurer's Payroll Report for December 15, 2021. Motion carried. See attached. 7. Consider InterLocal Cooperation Agreement Multi-County Adult Sexual Assault Team Sheriff Geries reported that in Judge Ellis's absence, he was asked to coordinate with the Judges in Oldham and Deaf Smith Counties in regard to this issue. During this year's Legislative Session, they required the establishment of a County Adult Sexual Assault Response Team The Counties of Parmer, Deaf Smith and Oldham are requesting to Upon motion by Commissioner Frye, seconded by Russell, to approve this Cooperation Agreement, the motion passed. See attached. under LGC Chapter 351. partner to efficiently respond to this type of crime. 8. Consider Resolution Authorizing Parmer County to Enter into an InterLocal Agreement with the Counties of Oldham and Deaf Smith for the Formation of a Multi-County Sexual Assault Response Team (SART) to Serve the Three County Area and Designating the County Judge as the County's Authorized Representative to Represent the County in All Matters pertaining to the Formation of the Multi-County SART 2 Upon a motion to approve the stated resolution by Commissioner White, seconded by Russell, the resolution was approved. 9. Consider Bonds for Parmer County Commissioner Pct. #1 and Parmer County District Clerk Deputy Upon a motion to approve the bond for Commissioner Pct.#1 by White, Upon a motion by Wilkins to approve the bond for the District Clerk seconded by Wilkins, the motion passed. Deputy, seconded by Russell, the motion passed. Bonds are filled the County Clerk's office. 10. Consider Tap on Existing Gas Line under County Road Upon a request by West Texas Gas to tap an existing gas line, Commissioner Frye moved to approve the request, seconded by Wilkins, the motion passed. Consider Any and All Matters Concerning the Parmer County Law Sheriff Geries reported 26 total inmates as of today. 13 are being housed He reported the Human Resource person from TAC would be here tomorrow to discuss a policy on 207k salary for the Sheriff's Department. He also reported that he would try to negotiate the outstanding medical bills from an inmate that will range in the thousands of dollars to achieve ai reduction in those costs to the county. The Commissioner's Court then convened in an Executive Session in accordance with V.T.C.A. Gov. Code 551.074 to deliberate personnel matters. Commissioner's reconvened in Regular Session at 11:21 A.M. With no further business to come before the Court, Commissioner White moved to adjourn.
