REGULAR MEETING AUGUST 9, 2021 Be it remembered on the 9th day of August 2021 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courtin the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Trey Ellis Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Judge Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were present. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes by Russell, seconded by White, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for. July 29th and August 2nd and 9th. Motion by White, seconded by Wilkins to approve payment of the Accounts Payables as presented. Motion carried. See attached. 1 6. Consider Treasurer's Payroll Report-Sharon May Motion by Russell, seconded by White to approve the Treasurer's Payroll Report for July 30, 2021. Motion carried. See attached. 7. Consider Consolidation of Voting Precincts for the November Amendment Elections Susie Spring, County Clerk presented the plan to have four polling places for the November Election. Two would be in Friona, one in Bovina and The Oklahoma Lane polling place would be combined with Farwell. Bovina Ridgelea would be combined with Bovina EMS building. Lazbuddie 401 would be combined with Farwell. Rhea would be combined with Bovina 201. 402 would be in Friona as is usual. Upon a motion from White, seconded by Russell to approve the combination of polling places, the motion passed. one in Farwell. 8. Consider Inter-local Agreement between the Regional Public Defender Office Local Government Corporation and Parmer County This is a renewal of the agreement already in place for a public defender in Capital Cases. The cost to the county is $1,972.00, the same as the current year. Upon motion by Wilkins, seconded by Frye, the motion passed. See attached. 9. Consider Water Line Under County Road Jeremy Vancleave made an application for a 15" water line under CR. A1. Upon a motion to approve the placement of the line by Frye, seconded by Russell, the motion passed. See attached. 10. Consider County Road and Bridge Fee Commissioner Frye presented the County Road and Bridge Fee that is collected by the Tax-Assessor Collector. The fee is set at $10.00. Upon motion by White to continue this fee, seconded by Wilkins the motion passed. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center. 2 Sheriff Geries reported 28 inmates as of today. Six females and two males are being housed for Deaf Smith County. One inmate remains in The Sheriff's Department participated in the Border Town Days parade Lubbock County Jail. and won "Best Police Car". At present the bid on the old generator stands at $5,500. The Sheriff will be ordering from the TAC-RMP gloves and flashlights for the County. 12. Consider the 2022 Proposed County Budget The proposed budget contains no new tax rate with the rate remaining at Commissioner White made a motion to accept this as the Proposed 2022 Budget, Commissioner Wilkins seconded and the motion passed. The Commissioners decided to hold the redistricting discussion in open court and to not go into an Executive Session. Charles Kimbrough of Bickerstaff, Heath, Delgado and Acosta, LLP with whom the County has contracted to handle the redistricting project required every ten years was present to inform Due to the delay of the census information, the schedule this year is very much compacted. He explained the process that will take place. The commissioner precinct lines will be assessed as well as the JP precinct lines to ensure they meet the Federal guidelines. The Voting precinct lines will be examined to assure they meet the State guidelines. The census data is not expected to be fully released until September 30th this year. He is anticipating an initial .5156. the Commissioners of the process. assessment by mid-October. With no further business to come before the court, Commissioner White moved to adjourn.
