REGULAR SESSION MEETING JULY 8, 2024 Be it remembered on the 8th day of July 2024, at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Casey Russell Sharon May Charles Wilkins Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer Commissioner Pct. #2 County Clerk Absent: Also Present: Awyna Sanchez, Tax ASsessor-Collector Mayra Chacon, Deputy County Clerk Eric Geske, Sheriff Amy Dudley Lucy Martinez When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Consider and Discuss Retirement and COLA Plans Offered through TCDRS-Ralph Wallace Mr. Wallace explained the current retirement plan for Parmer County. He explained that the County had not had a Cost-of-Living Adjustment since 2006 for retired employees. 1 He discussed several ways to adjust the COLA and the costs of doing SO. He also discussed the pros and cons of raising the employee match rate The Court discussed options and asked for more information prior to for Parmer County employees. making any decisions. 5. Approve Minutes from Previous Meeting and to include Minutes from Special Meeting Upon motion to approve the minutes from the Regular Meeting on June 24, 2024, by Commissioner Frye, seconded by Commissioner White, the motion passed by a majority vote. Approval of minutes from the Special Meeting on June 13, 2024 was tabled for next meeting due to the fact a quorum was not present. Commissioner Frye made the motion to table, seconded by Commissioner White, motion passed by majority of votes. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for May 20, 2024. Motion by Commissioner Russell, seconded by Commissioner White to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Judge Carrasco made the motion to approve the Treasurer's Payroll Report for May 15, 2024, Commissioner Frye seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss 8" Water Line Under County Road Motion by Commissioner Russell to approve water line under County Road 22 approximately % mile south of Hwy 86, seconded by Commissioner Frye, motion passed by majority of votes. See attached. 9. Consider and Discuss Approving AVENU Contract Judge Carrasco made motion to approve the 1 year AVENU contract for the County Clerk's office, Commissioner Russell seconded, motion passed by majority of votes. See attached. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: Parmer County Jail is housing 23 inmates. 2 A. Consider and Discuss Contract with Motorola Solutions Sheriff Geske explained the body camaras were out dated and need to be replaced, He gave an estimated amount of $96,356.00 for a 5 year contract with Motorola Solutions. A motion to table this issue until the contract could be reviewed by the County Attorney, was made by Judge Carrasco and seconded by Commissioner White. Motion passed by majority ofv votes. B. Consider and Discuss New Vehicle Purchase Sheriff Geske explained he wanted to trade the Traverse with at trade in value of $15,000 for a new vehicle. He has several of options but they exceed the $50,000 mark. Judged Carrasco made motion to table until receiving more bids was seconded by Commissioner Russell. Motion passed by majority of votes C. Consider and Discuss Jail Medical Contract Sheriff Geske explained that current medical care contract for jail inmates was increasing in cost for the coming year. He wants to consider changing to a new provider. He had no idea whom to contract with at the present time, but was planning to contact other counties near us to see what arrangements they have. Judge Carrasco made a motion to table the issue until the Sheriff has more options and exact contract amount. Commissioner Frye seconded the motion and it passed by majority of votes. With no further business to come before the Court, Commissioner White moved to adjourn.
