REGULAR MEETING APRIL 8, 2019 Be it remembered on the 8th day of April 2019 at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Clerk Also in attendance for portions of the meeting were the following: Kylan Francis, TxDOT Director of TP&D Dan Richardson, TxDOT ROW Agent Valerie-Ann Jones, TxDOT ROW Agent David Harper, TxDOT Engineer Steve Perez, TxDOT Engineer Alejandro Mendoza, TxDOT Engineer Assistant Koley Schaffner, Sales Rep. WarrenCAT Wendy Case, Coordinator County Extension Office Sergio Mendez, County Extension Agent John David Gonzales, County Extension Agent When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Consider County's Share of FM 145 Expense Kylan Francis Discussed the expense for ROW acquisition and moving the utilities to include electric pole relocation as well as gas lines. By code, the County is responsible for 10% of these costs. The county portion total is $126,147.00. She discussed options available for payment of the funds, which can be done in three equal yearly payments, a loan through the State Infrastructure Bank Transportation Loan Program, or payment in full. See attached. 1 She also presented a sample standard agreement for the County Attorney to review. After discussion by the Commissioners and Judge, a motion was made by Wilkins, seconded by White to pay three equal installments over three years. Each payment would be $42,049.00. Motion carried. Judge Ellis requested an update on the Hwy 60 project. Steve Perez reported the first portion is being started this week. The second portion was bid to another contractor and no time line is available yet. However he estimated the overall completion will be early 2021. 4. Update on Extension Activities Wendy Case began by presenting a need for a new laptop computer and three external hard drive back-ups. See attached. She estimates the cost for everything will be approximately $800.00. This is not currently in her budget but monies from her budget in other line items Judge Ellis made a motion, seconded by White that the $800.00 be approved contingent upon review of the County Extension budget with Treasurer Sharon May to see if the funds can be obtained from the Wendy presented the Commissioners and Judge an invitation to the Community Futures Forum on April 23rd held sO that the public may voice their ideas of educational programs and needs in the county. (See attached). He reported on the Stock Show activity for January and his attendance at various stock shows across the state. He reported that the Meatj judging team that won in November will He reported that AG in the Classroom was held in Friona and for the first time all four public school in the county attended John David Gonzales also reported on his activities. See attached. 5. Consider Additional Costs Attendant to Certain Child Sexual Assault and Related Convictions along with Costs Attendant to Intoxication Convictions. Sandra Warren, District Clerk asked for approval to add these costs as appropriate to the relevant cases. Costs for the sexual assault cases are Judge Ellis made a motion, seconded by Frye to approve these cost for the District Clerk's convictions and if applicable to the County Clerk's be going to state in June $100 and for DWI the cost is $15. Consider Office Cleaning for the Friona Probation Office - Jessica Montes Jessica Montes requested that the Probation Office in Friona be cleaned monthly for $80.00 per month, with a one time deep cleaning for $100. Motion carried. 3 8. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for March 29th & April 8th. Motion by White, seconded by Frye to approve the Payment of the Accounts Payable. Motion carried. See attached. 9. Consider Treasurer's Report-Sharon May Employees and Elected Officials. (A.) Approve Calculated Payroll and Disbursement for all Parmer County Sharon May presented the March 29th payroll for approval. Motion by White, seconded by Russell to approve the Calculated Payroll and Disbursement for all Parmer County Employees and Elected Officials. Motion carried. See attached. 10. Consider Destruction of County Property in the Parmer County District Attorney's Office. Judge Ellis provided a list from Kathryn Gurley, District Attorney of various outdated electronic equipment. See attached. She has requested that it be approved for, disposal. Motion by Frye, seconded by Wilkins to dispose of the property. Motion carried. 11. Consider Approval of the Parmer County Appraisal District Selling Property See attached letter from Jill Timms, Chief Appraiser. This property has been removed from the tax roll, PCAD has tried to sell the property for tax dollars and has been unsuccessful. Mr. Cesar Burgarin has now Motion by Frye, seconded by White to approve the sale of this property by Located at 708 Ave. E., Farwell, TX made an offer on the property for 926,000.00. the PCAD. Motion carried. 12. Consider Purchase of Roadgrader for use in Precinct #3 Koley Schaffner presented a quote for the grader for 9170,500.00 with trade in. Additionally, an optional warranty coverage may be added for $1500.00. See attached. Commissioner White indicated that this item was budgeted for this fiscal year but, he was as yet undecided as to Motion by Russell, seconded by Frye to approve purchase of the roadgrader for Pct. #3 at $170,500.00 with the option by Commissioner White to decide to add the optional warranty. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries presented an Interlocal Agreement Amendment between Lubbock County, Texas and Parmer County originally dated April 9, 2018. This agreement is for inmate housing services. This amendment Motion by White, seconded by Wilkins to approve the amendment. Sheriff Geries then presented a quote for the replacement of the 2011 Dodge Durango currently used to transport inmates. See attached. He reported with the bid assistance of $5,008.00 and the trade in of the Durango for $2,500.00, the cost will be $25,647.20. This item is a allows for an additional one year term. See attached. He indicated that we are no longer housing Castro County inmates as their and trade in of the Durango. Motion carried. jail has been completed. Judge Ellis reported that the Permanent school fund money has been deposited in money market accounts at Security State Bank in each school district's name and the interest will be 1.5% which is more than from a CD. He also reported that the Texas Historical Commission sent him a letter informing him that the National Park Service has listed the Parmer County Courthouse in the National Register of Historic Places.
