REGULAR SESSION MEETING JANUARY 23, 2023 Bei it remembered on the 23rd day of January 2023 at 10:03 o'clock A.M., there was Begun and Holden a Special Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Mayra Chacon Eric Geske, Sheriff Deanna Curtis Amy Dudley Jill Timms Blake Newton Kyle Grimsley Rana Crow Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer Deputy County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public. 3. Open Forum for Public Comments 4. Consider Collection Report from Perdue, Brandon, Fielder, Collins & Mott, LLC - Blake Newton 1 Blake Newton discussed the tax calendar, 2021 total levy year collections. He briefly described the delinquent tax collection report for the last 4 years, the account breakdown chart and dollar range chart for Parmer County. See attached. Commissioner White made a motion to approve and was seconded by Commissioner Frye and the motion 5. Consider Removal of' Taxation on Personal Vehicles-Jill Timms & Deanna Jill Timms briefly discussed where the money would come from if personal vehicle tax was removed. After a discussion Commissioner Frye suggested it was open for discussion at a later meeting. Commissioner White made a motion to table the issue for al later meeting and Commissioner Russell seconded motion passed. See attached. passed. Curtis 6. ( Consider. ARPA Funds for Texas DPS Kyle Grimsley briefly described the Pulsar Krypton FXG50 and what it came equipped with, and how it would help the troopers when on duty. See attached. Grimsley stated he would be able to get 2 units for $5000 each and was asking for ARPA funds. Commissioner Frye made ai motion to approve total of $10,000 from the ARPA funds and Commissioenr White seconded it. Motions passed. 7. Read and Approve Minutes from Previous Meeting Upon motion to approve the minutes with the corrections, from the Special Meeting on January 6, 2023, by Commissioner Frye and seconded Commissioner by White, the motion passed. 8. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for. January 13th, 23rd 2022 and January 13th and 23rd 2023. Motion by Commissioner seconded by Commissioner Wilkins to approve Payment of the Accounts Russell, Payable as presented. Motion carried. See attached. 9. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for. January 13th 2023 Commissioner White seconded and the motion passed. See attached. 10. Consider Treasure's Quarterly Report 2 Commissioner Russell made the motion to approve the Treasurer's Quarterly Report for October 1, 2022 through December 31, 2022 Commissioner White seconded and the motion passed. See attached. 11. Consider 2022 Rollover Vacation Hours Commissioner Frye made the motion to approve vacation roll over for the 3 people on the list. See attached. The motion was seconded by Commissioner White and motion passed. 12. Consider Approval of Funding to make Parmer County Website Compliant with Disability Law Rana Crow briefly talked about the compliance status of the website and stated it was a $490.00 yearly fee. After discussion it was decided the yearly fee would be put under the service and maintenance contracts. A motion to approve was made by Commissioner Frye and was seconded by Commissioner White. Motion passed. See attached. 13. Consider Re-Scheduling Commissioner Court February 13, 2023 After discussion it was decided the next Commissioners, meeting needed to be rescheduled, Commissioner Frye made a motion to reschedule for February 17, 2023 and was seconded by Commissioner White. Motion passed. 14. Consider Parmer County Burn Ban Judge Carrasco discussed placing a burn ban effective for the next 90 days. Commissioner Russell made motion to approve the burn ban, it was 15. Consider Continuing Education Hours for Parmer County Tax Assessor- seconded by Commissioner White. Motion passed Collector and Justice of the Peace Pct. #1. Commissioner Frye made a motion to approve continuing education hours for' Tax Assessor and Justice of the Peace Pct. #1. Motion was seconded Russell by and motion passed. See attached 16. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: (A) Consider ARPA Funds to Equip the Sheriff's Office 2022 Ford Pickup and 2023 Chevy Tahoe 3 The Sheriff reported 36i inmates with 15 of those from Deaf Smith County and 2 from Dawson County. He also stated Lubbock County asked to He stated that the ARPA money for the Department's new vehicle covered only the purchase price of the vehicle and not the additional equipment needed to outfit aj patrol vehicle. After discussion about the equipment for the two vehicles in total of $49,600. Commissioner White made a motion to approve ARPA funds in the total of $49,600, instead of using the sheriffs 2022 budgeted line items, Commissioner Wilkins seconded it, motion house in Parmer County. passed.
