REGULAR SESSION MEETING NOVEMBER 13, 2023 Be it remembered on the 13th day of November 2023 at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Amy Dudley Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: When the following was had and done, To-wit: Call to Order 1. Public Hearing @ 10:00 AM-10:30 AM No members of the public attended the hearing. 2. Prayer Commissioner White led the Court in prayer to begin the meeting. 3. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 4. Open Forum for Public Comments There were no members of the public present. 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on October 23, 2023, by Commissioner Frye, seconded by Commissioner Wilkins, the motion passed by majority vote. 1 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for October 31st 2023 and November 3rd and 13th 2023. Motion by Commissioner White, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for October 30th 2023 Commissioner Wilkins seconded and the motion passed by majority vote. See attached. 8. Consider an Adoption of a Resolution Approving a Project in Parmer County, Texas, Financed by the Port Arthur Navigation District Industrial Development Corporation for Purposes of Chapter 501 of the Local Government Code and Section 147 of Title 26 of the United States Code Judge Carrasco explained that the Project consists of the acquisition, construction, development, installation and improvement of solid waste facilities for the disposal of solid animal waste. The Port Arthur Navigation District Industrial Development Corporation would be providing the bonds for the project and needs the Court's approval. Judge Carrasco stated that he contacted Underwood, the County's attorneys and they reviewed and approved this resolution. He stated it should provide about twenty new jobs for Parmer County residents. Judge Carrasco made a. motion to approve the Resolution approving a project in Parmer County, Texas by the Port Arthur Navigation District Industrial Development Corporation. Commissioner Frye seconded and the motion passed by majority vote. See attached. 9. - Consider and Discuss the Canvass of the Constitutional Amendment Election Susie Spring, County Clerk reported that due to the fact that one provisional ballot voter has until 5 PM today to cure the ballot this afternoon, we can not canvass. She requested a Special called meeting of the Court to canvass the vote on Thursday, November 26, 2023 at 2:00 PM. 2 Upon a motion by Commissioner Frye to table this issue and call a Special meeting to canvass the vote on Thursday, seconded by Commissioner White, the motion passed with a majority vote. 10. Consider and Discuss Interlocal Agreement between the Regional Public Defender Office and Parmer County This agreement is renewed yearly by the Court. This allows Parmer County to utilize the services of the Regional Public Defender Office to provide indigent individuals charged with capital murder charges to Upon a motion by Commissioner White to approve this agreement, seconded by Commissioner Russell, the motion passed by majority vote. obtain a public defender. See attached. 11. Consider and Discuss Bond for Tax Assessor/Collector Deputy Clerk Upon a motion by Commissioner Frye to accept the bond for Jessica Rosenblad, seconded by Commissioner Wilkins, the motion passed by majority vote. Bond is on file in the County Clerk Office. 12. Consider and Discuss the Wellness Incentive Program for Plan Year 2024 Treasurer, Sharon May, reminded the Court that for the 2023 Plan Year the Court approved a $50 gift card for getting their annual exam by a certain date. Judge Carrasco made a motion that Parmer County approve the same incentive as last year for the 2024 Plan Year. Commissioner Russell seconded and the motion passed by majority vote. Sharon reminded the Commissioners that a representative for TAC will hold meetings on December 12th 2023 to explain the program to the employees. 13. Consider Any and all Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske stated that the Parmer County jail is housing 27 inmates. 13 of which are from Lubbock County.
