REGULAR MEETING SEPTEMBER 12, 2022 Be it remembered on the 12th day of September 2022 at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Charles Wilkins Kenny White Lucy Martinez Susie Spring Casey Russell Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Deputy County Treasurer County Clerk Commissioner Pct. #4 Absent: Also Present: John Merriss, DP&F Accounts Eric Geske, Sheriff Izzy Carrasco Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from the public. 4. Consider Parmer County Audit Judge Ellis introduced John Merriss who led the County Audit this year. He presented the Annual Financial Report for year ended December 31, 2021. 1 He reviewed the various accounting statements and answered the Court's questions. He stated that the County was in excellent shape with He commended the County for its' fiscal responsibility. Commissioner Frye made a motion to approve the outside audit as presented, seconded approximately 9M in cash reserves. by Commissioner White, the motion passed. 5. Read and Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on August 29, 2022, with correction of the typo, by Commissioner White, seconded by Frye, the motion passed. 6. Consider Approval and Payment of Accounts Payable-Lucy Martinez Lucy Martinez reported the Accounts Payable List for September 1st and 12th Motion by Wilkins, seconded by Frye to approve Payment of the Accounts Payable as presented. Motion carried. See attached. 7. Consider Treasurer's Payroll Report-Lucy Martinez Commissioner Wilkins made the motion to approve the Treasurer's Payroll Report for August 31, 2022. Commissioner Frye seconded and the motion passed. See attached. 8. Consider purchase of Tractor for Use in Precinct #3 Commissioner White stated that he needs a new tractor for his precinct. He has received a cost estimate from Western Equipment for Judge Ellis made a motion for him to proceed to buy the tractor. Approximately $49,368.00. Commissioner Wilkins seconded and the motion passed. 9. Consider Any and All Matters concerning the Parmer County Law Enforcement Center. (A.) Sheriff's Fees (B.) Consider Resolution for Bullet Resistant Shield Grant (C.) Consider Contract with Justice Benefits, Inc. for SCAAP Program The Sheriff reported 26 inmates with 15 of those from Deaf Smith County. The Sheriff reported no changes to the Sheriff's Fees for the upcomingyear, but the issue requires approval from the Court. Commissioner Frye made 2 a motion that the Sheriff's fees remain the same for next year. The Sheriff presented a Resolution for participation in the Bullet-Resistant grant Program. This grant of $8090.90 would enable him to purchase two shields. Judge Ellis made the motion to pass the Resolution. Commissioner Wilkins seconded and the motion passed. See attached. The Sheriff also presented a contract with Justice Benefits Inc. for management of the SCAAP Program. He stated the County Attorney is Commissioner White made a motion that the Court table the consideration of the contract to the next meeting until it is reviewed. Commissioner Frye The sheriff also reported that the Jail was inspected last week and passed the inspection. He stated that they are upgrading the Guard One system Judge Ellis reported that Juvenile Probation was due back this meeting for a report on their discussion with Bailey County in regard to obtaining a car for the department. Unfortunately, that meeting was not held and Juvenile Probation is due back at the next meeting of this Court.
