REGULAR MEETING MAY 13, 2019 Be it remembered on the 13TH day of May 2019 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk Also attending: Jay Messenger, Regional President AIM Bank Blane Tolleson, Farwell AIM Bank When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Consider Bid Applications for Banking Depository for Parmer County Funds Two bids were received and both were opened during the meeting by Judge Ellis. (See attached). Jay Messenger summarized the AIM Bank Bid, Judge Elllis read the Security State Bank bid. After discussion and comparison of the bids, Commissioner White made a motion to accept the AIM Bank bid as depositary of county funds for four years. Commissioner Wilkins seconded the motion. Motion carried unanimously. 4. Consider Bids for Janitorial Contract for the Parmer County Courthouse and Law Enforcement Center. 1 Three bids were received and opened by Judge Ellis during the meeting. (See attached). The Commissioners consider the bids of Becca's Quality Cleaning, Inc., Shawna Edwards, and Adrian and Teresa Ancira. After discussion and comparison of the bids, Commissioner Wilkins made the motion to accept Becca's Quality Cleaning, Inc. Commissioner Frye seconded and the motion passed. 5. Read and Approve Minutes of the Previous Meeting Motion by White, seconded by Russell to approve the Minutes from the Previous Meeting. Motion carried. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for May 6th & May 15th Motion by Frye, seconded by White to approve the Payment of the Accounts Payable. Motion carried. See attached. 7. Consider Treasurer's Report-Sharon May (A.) Approve Calculated Payroll and Disbursement for all Parmer County Sharon May presented the May 15th payroll for approval. Motion by White, seconded by Frye to approve the Calculated Payroll and Disbursement for all Parmer County Employees. Motion carried. See Employees. attached. 6. Discussion Regarding Election Machines Susie Spring reported on a demonstration by Election Systems & Software (ES&S) in regard to replacing the 25 year old AutoMark machines. No action was taken. 7. Consider Agreement to Contribute Right of Way Funds The Director of Right of Way Division of the Texas Department of Transportation sent the county an agreement for the funding of the FM 145 Project approved in a previous meeting. Also attached is Resolution 2019-5-1 authorizing the execution of the agreement and appropriation Commissioner Wilkins made a motion to accept the agreement and execute the resolution. Commissioner White seconded. A voice vote was of necessary funds. taken: Commissioner Frye-Aye Commissioner White-Aye 2 Commissioner Wilkins-Aye Commissioner Russell-Aye County Judge Ellis-Aye Motion carried unanimously. 10. Consider Addition to the Parmer County Personnel Manual A policy for addressing Visitors and Camera Use at County Facilities was presented for inclusion in the County Personnel Manual. Motion by Russell, seconded by Frye to adopt the policy was made. Motion passed. See attached. 11. Consider Re-Scheduling Commissioner's Court for May 27th to May 28th due to the Memorial Day Holiday. Motion by Frye, seconded by Wilkins to move the Commissioner's Court Meeting to May 28, 2019. Motion carried. 12. Consider Parmer County Employee Being Paid for Unused Vacation Days Motion by Frye, seconded by White to pay employee for unused vacation days. Motion carried. 13. Consider the Parmer County Burn Ban After discussion, a motion was made by Wilkins, seconded by Frye to rescind the burn ban in Parmer County at this time. Motion carried. 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries presented an Intergovernmental Agreement between Parmer County and Reeves County regarding the housing of Reeves County prisoners in the Parmer County Jail. See attached. Motion by White, seconded by Frye to approve the Agreement. Motion carried. Sheriff Geries reported a population of 18 inmates today. of the Courthouse and he has called the repairman. He also reported that there is an issue with the security of the south door 3 He stated that his patrol car was damaged by the hail on Monday, May 6th in Friona and it has been reported to the insurance company. He reported that the Sheriff's office will be having an upgrade to their 911 computers. There is a "Stop the Bleed" course on Thursday night He informed the Commissioners that he has used forfeiture money to obtain pepper spray guns as a less than lethal weapon for an additional tool inside the jail to handle altercations as necessary. He is also planning this type of weapon verses the tasers the deputies carry on their that the Commissioners are invited to attend. person.
