REGULAR SESSION MEETING JULY 22, 2024 Be it remembered on the 22nd day of July at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Eric Geske, Sheriff Jerry Killion, TAC Rob Pomper Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on July 8, 2024, by Judge Carrasco, seconded by Commissioner Frye, the motion passed by a majority vote. 1 Upon motion to approve the minutes from the Special Meeting on June 13, 2024, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by a majority vote. 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for July 12, and 22, 2024. Motion by Commissioner White, seconded by Commissioner Russell to approve Payment of the Accounts Payable as presented. During the discussion of the Accounts Payable, the Commissioners requested the Treasurer to have employees request mileage reimbursement on a monthly basis, not quarterly or longer time frame. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for July 15, 2024, Commissioner Wilkins seconded and the motion passed by majority vote. See attached. 7. Consider Treasurer's Quarterly Report Sharon May, Treasurer, presented the County's Receipts and Expenditures for the 2nd Quarter, April 1 through June 30, 2024 Judge Carrasco made a motion to approve the Quarterly Reporta as presented. Commissioner White seconded and the motion passed with inclusive. ar majority vote. See attached. 8. Consider and Discuss Use of Courthouse Lawn for Border Town Days Rob Pomper made a request to the Court to utilize the Courthouse lawn for the arts and craft exhibition for Border Town Days to be held Saturday, July 27th Commissioner White made a motion to approve use of the Courthouse lawn for Border Town Days. Commissioner Frye seconded and the motion passed with a majority vote. 9. Consider and Discuss Renewal of the Employees' Medical Insurance Benefits through Texas Association of Counties Jerry Killion, TAC, informed the Court that the medical insurance for Parmer County Employees was only increasing by 2% for next year. He 2 stated that the State average increase is 4.6%. The cost increase per employee would cost the County $21.10 more per employee per month. Commissioner Frye made a motion to accept the new rate plan as presented for the upcoming plan year. Commissioner Russell seconded and the motion passed by majority vote. See attached. 10. Consider and Discuss Courthouse antor/Maintenance Position Judge Carrasco discussed with the Commissioners the possibility of replacing the Courthouse Cleaning and Lawn Maintenance contracts with a full-time employee. He cited various complaints in regard to Commissioner White made a motion to approve a budgeted position in the 2025 budget for this position. Commissioner Wilkins seconded the cleaning. motion and it passed with a majority vote. 11. Consider and Discuss Appointing a Local Rabies Authority Judge Carrasco informed the Commissioners that he had spoken with Bret Whitten, DVM. He has agreed to serve in this capacity. Upon a motion by Judge Carrasco to appoint Bret Whitten to this position, seconded by Commissioner White the motion passed with a majority vote. Enforcement Center 12. Consider Any and All Matters Concerning the Parmer County Law Sheriff Geske stated that the Parmer County Jail is housing 29 inmates. He announced that Lacey Meeks, FNP, would not renew her contract as Jail Medical provider after her contract ends in July. Sheriff Geske is He informed the Court that he has no additional bids for cameras at this He stated that he has one quote to fix the roof leak and reseal the roof of The back up server at the Sheriff's Department is being replaced with ARPA money. This was previously approved by the Commissioners. Four of the inmates are from Lamb County. seeking a new provider and will post the opening. time. the Jail at $27,000. He is awaiting more quotes. 3 Sheriff Geske informed the Court that he now has received a bid under $50,000 for the new pick up from Hamilton in Clovis. With trade in, cost On a motion by Judge Carrasco to approve purchase of the vehicle with SB 22 monies, seconded by Commissioner Frye, the motion carried with a Sheriff Geske also presented the Hug Patrol stuffed animal donation program. This is a grant from the Shapira Foundation that provides stuffed animals for officers to give to children in crises situations. See attached.
