REGULAR MEETING OCTOBER 13, 2020 Be it remembered on the 13th day of October 2020 at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Trey Ellis Sharon May Susie Spring Casey Russell Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Judge County Treasurer County Clerk Commissioner Pct. #4 Absent: When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No members of the public were in attendance. 4. Introduce New IPM Agent for Parmer, Bailey and Castro Counties Janelle Duffey introduced John Thobe to the Court. He assumed this position last March. He informed the Commissioners of his job and discussed the fact that he was an intermediator for demonstration crops between the farmers and the seed companies. He presented a handout in regard to this. See attached. 1 5. Read and Approve Minutes of the Previous Meeting Upon reading of the Minute of the last meeting, on a motion by Frye, seconded by Wilkins to approve the Minutes with a correction in regard to the Overpass; the minutes of the Regular Meeting on September 28, 2020 motion passed. 6. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for October 5th and 13th 2020. Motion by Wilkins, seconded by White to approve payment of the Accounts Payables as presented. Motion carried. See attached. 7. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by White to approve the Treasurer's Payroll Report for September 30, 2020. Motion carried. See attached. 8. Consider Request from Bovina ISD for Permanent School Funds Bovina ISD is requesting $146,500.11 for Permanent school Funds. Upon motion by White to approve disbursement of the funds, seconded by Frye. Motion passed. See attached. 9. Consider Water line under County Road Richard Magby of Bovina requested approval for placement of a water line under CR W between CR 11 and CR 12. Upon motion by White to approve the request, seconded by Frye the motion passed. See attached. 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Consider Security Camera upgrade. Sheriff Geries informed the Commissioners of an issue with the security cameras not recording. Upon investigation, it was discovered that the hard drives had died. Guardian was able to do a temporary fix but the The sheriff presented four different proposals three of which were from Guardian and one from Warren Computers for replacement of the hardware. After considerable discussion and comparison of the different proposals, Judge Ellis made the motion to accept the Warren Computer proposal for hardware and to accept Guardian as software vendor. Commissioner Frye seconded and the motion passed. See attached. need for replacement is evident. 2 With no further business to come before the court, Commissioner White moved to adjourn.
