REGULAR MEETING DECEMBER 19, 2022  Bei it remembered on the 19th day of November 2022 at 10:01 o'clock there was Begun and Holden a Regular Meeting of the Commissioner's A.M.,  the Courthouse, in the town of Farwell, with the  members Court in  To-wit:  following Judge  present,  Trey Ellis Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Eric Geske, Sheriff Izzy Carrasco  Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk  Also Present:  Awyna Sanchez, Tax Assessor-Collector Aspen Fleming, Friona EMS Jeannie Martin, Friona EMS Cesar Marquez, Bovina EMS Debbie Weir, Lazbuddie EMS Yurban Salinas, Deputy Amy Dudley  When the following was had and done, To-wit:  Call to Order 1. Prayer  Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. There were no comments from the public.  3. Open Forum for Public Comments  1    4. Consider Request for ARPA Funds for the Friona EMS  Aspen Fleming made a request for the Friona EMS to receive funding al LUCAS Chest Compression System. She also wanted to include a Life for Pac 15 for the Friona EMS third ambulance. The LUCAS total of $18,221.54 and the Life Pac is $36,334.16. After discussion, it was suggested that due to other Pac at a future time if there is sufficient funding  is  equipment a today and the Life left. A motion was made  in the future that the LUCAS equipment be considered requests today and purchase the LUCAS equipment for the Friona EMS from the ARPA  by Commissioner funds. The motion passed. Consider Request for ARPA Funds for the Bovina EMS  Cesar Marquez appeared before the Court to ask that the funds for a LUCAS Chest Compression System and four sets County of rescue approve gear. After discussion of the cost of the gear at $910.93 for one set and the number of persons usually responding to a call, Commissioner Wilkins made a motion to approve two sets of gear and the LUCAS equipment for a total of $20,043.40 from the ARPA fund.  seconded and the motion passed. Consider Request for ARPA Funds for Lazbuddie EMS  Debbie Weir asked the Commissioners to consider making the payments on the Lazbuddie EMS Life Pac which consists of five remaining payments of $6,535.55 each for a total of $32,677.75. She stated the Commissioners willingness to obtain LUCAS Equipment for the other EMS Departments in the County and stated if they would rather After discussion, Commissioner Russell made a motion  that it would be great.  provide  LUCAS equipment and one payment of the Life Pac rather to provide than the the entire five payments, for a total of $24, 757.09. Read and Approve Minutes from Previous Meeting  Upon motion to approve the minutes with one correction, from the Meeting on December 12, 2022, by Frye seconded by White, the Regular motion  passed.  2    8. Consider Approval and Payment of Accounts Payable-Sharon Sharon May reported the Accounts Payable List for December Motion by Russell, seconded by Wilkins to approve Payment of 19th Accounts Payable as presented. Motion carried. See attached. the Commissioner White made the motion to approve the Treasurer's  May  9. Consider Treasurer's Payroll Report-Sharon May  Report for December 15, 2022. Commissioner 10. Consider Revision of Vacation Pay-Out Policy  seconded  Payroll and the  motion passed. See attached.  Frye  Sharon May, Treasurer presented a suggested revision to the Vacation Pay-Out policy. See attached. After discussion, Commissioner made ai motion to strike the suggested accrual for years. Commissioner Russell seconded and the motion any Commissioner Frye made a motion to change the work" days to "vacation" days and to then  accrual Wilkins over 10 passed. Consider ARPA Funds for County Employees  Upon discussion with several of the surrounding counties' employees. He discussed this with Alan Bristol from Judge Ellis made the motion that full time employees, TAC, this date, December 19, 2022, receive a one time for premium pay from the ARPA Fund. This would payment be payroll system, in their regular paycheck for December paid through the Commissioner Frye seconded and the motion passed unanimously.  Ellis wants to consider a premium pay from the ARPA funds Judges, for Judge  as a result, employed as of of $1000.00 30, 2022.  12. Consider accepting John Gurley's Resignation and Geske as Emergency Management Coordinator.  Appointment of Eric  Upon motion from White, seconded by Frye to accept John resignation and appoint Eric Geske to replace him, the motion passed. Gurley's  3    13. Consider Re-scheduling Commissioners Court January 9, 2023  Due to the fact that the incoming County Judge and one Commissioner will be attending a continuing education event on January Commissioner White made the motion to move the meeting toi Friday, 9th January 6, 2023. Commissioner Frye seconded and the motion passed. Judge Ellis stated that these appointments are the responsibility Commissioner Court. Gladys Spring is the Chair of this Committee of the at present and has made a recommendation that the following be considered  14. Consider Appointees to the County Historical Commission  for membership on the Commission: Gladys Spring-Bovina Richard Carson-Bovina Wendy Carthel-Friona Tommie Fulcher-Farwell Gay Goettsch-Farwell Hollis Horton-Friona Bonnie Howard-Farwell Joe Bob Mann-Friona Mary Lee Mitzelfelt-Farwell Don Spring, Sr.-Bovina Sharon White-Friona Teresa Ancira-Farwell  All have agreed to serve. Commissioner Frye made a motion to list as presented. Commissioner Wilkins seconded and the motion appoint the 15. Consider Bonds for Parmer County Elected Officials and Employees Eight elected officials and three employees were presented The following list ofindividual bonds were presented for approval:  passed. Bonds are filed in the County above, Clerk's seconded  Office.  16. Consider Any and All Matters concerning the  Enforcement Center.  Parmer County Law  The Sheriff reported 34 inmates with 8 of those from Deaf He said the "bleed kits" for the Courthouse are installed locations throughout the building.
