REGULAR SESSION MEETING APRIL 22, 2024 Be it remembered on the 22nd day of April at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Courtin the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes with one correction from the Regular Meeting on April 8, 2024, by Judge Carrasco, seconded by Commissioner Russell, the motion passed by a majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for April 8, 12, and 22, 2024. Motion by Commissioner Frye, seconded by Commissioner White to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for April 15, 2024, Commissioner White seconded and the motion passed by majority vote. See attached. 7. Consider Treasurer's Quarterly Report Sharon May, Treasurer, presented the County's Receipts and Expenditures for the 1st Quarter, January 1 through March 31, 2024 Commissioner Frye made a motion to approve the Quarterly Report as presented. Commissioner Wilkins seconded and the motion passed with inclusive. an majority vote. See attached. 8. Consider and Discuss Plat for the Flores Subdivision Judge Carrasco made a motion to approve the plat for filing. Commissioner White seconded and the motion passed with a majority vote. Plat is filed in the County Clerk's office. 9. Consider and Discuss Change to the Parmer County Employee Handbook Judge Carrasco informed the Commissioners that he wanted to add Administrative Leave for any employee volunteering for training as a firefighter or EMT for any entity in the county. He noted that all area fire and EMS are short staffed and need more volunteers. He thought this might incentivize some employees. The Commissioners agreed but wanted to stipulate that to receive this benefit, the employee must bring the certificate awarded at the end of the class to their supervisor for filing On a motion by Commissioner White to approve the Administrative Leave for these employees with the stipulation that they bring the certificate to their supervisor, Commissioner Frye seconded and the motion passed in their employee file. with a majority vote. 2 10. Consider and Approve the Parmer County Employee Handbook Judge Carrasco discussed with the Commissioners that the Employee Handbook should be reviewed and approved yearly. It has been several years since it has been approved yet some changes have been approved. The Judge discussed several policies he was reviewing such as making sick and vacation time in hourly increments, rather than allowing an hour and SO many minutes. He also discussed the 7-minute rule for timekeeping, rounding off to the nearest quarter of an hour. He made a motion to table this issue until all the issues could be reviewed and rewritten as necessary. The Court could then approve the Employee Handbook at that time. Commissioner Wilkins seconded the motion and it passed with a majority vote. 11. Discuss Aero Care Membership Judge Carrasco informed the Commissioners that the Aero Care representative came to visit him in regard to offering the insurance plan for life flight to county employees. After discussion, the Commissioners decided to invite the representative to a future meeting to answer questions and discuss the options. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geske stated that the Parmer County Jail is housing 21 inmates. All are from Parmer County. Lubbock has moved their inmates previously He discussed the possibility of Joe Orozco being named the District Attorney's Investigator leaving Bovina without a police department. He stated that his office would have to cover Bovina until someone was hired Yurban Salinas, Deputy, brought Basco the K-9 officer to meet the Court. With no further business to come before the Court, Commissioner White moved to adjourn.
