REGULAR MEETING JULY 8, 2019 Be it remembered on the 8th day of. July 2019 at 10:10 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members To-wit: present, Kirk Frye Charles Wilkins Kenny White Casey Russell Trey Ellis Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 Judge County Treasurer County Clerk When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Read and Approve Minutes of the Previous Meeting Motion by Frye, seconded by Russell to approve the Minutes from the Previous Meeting with noted correction. Motion carried. 4. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for June 27th &June 28th and July 5th and 8th. Motion by White, seconded by Wilkins to approve Payment of the Accounts Payable. Motion carried. See attached. 5. Consider Treasurer's Report-Sharon May Motion by Frye, seconded by Russell to approve the Treasurer's Payroll Report. Motion carried. See attached. 1 6. Consider Purchase of New Voting Machines Susie Spring, County Clerk, addressed the issue of the old voting machines no longer complying with the security standards of the state. She presented the Election Systems and Software sales order agreement for the 10 new machines to replace the old AutoMARK machines and digital counting scanner. She also presented the Secretary of State's written approval of Parmer County's purchase of the new machines and their certification of approval for use in the State ofTexas. The sales order agreement consists of payment terms for 3 payments. The first due upon order signing and the second and third payment in succeeding years of 2020 and 2021. Each payment will be $33,409.07. Costs of maintenance and licensing will not be due till 2020 at a cost of $10,305.00 per year for 5 years. See attached. 7.1 Discussion and Possible Action on Resolution Renewing & Extending the County's Election to Participate in Tax Abatement and the County's Tax Abatement Guidelines and Criteria, Pursuant to Chapter 312 of the Texas Tax Code. After discussion of continuing the County's participation in tax abatement, Commissioner White moved that the County adopt the Resolution, as presented, which renews and extends the County's election to participate in tax abatement and the County's Tax Abatement Guidelines and Criteria, which were adopted on or about July 24, 2017. Commissioner Russell seconded. Motion carried. See attached. 8. Consider the Parmer County Historical Commission Having a Plaque Dedication as a National Registry of Historic Places, Originally, the Historical Commission, hoped to have this dedication during Border Town Days but, due to circumstances ordering the plaque, Upon motion by Frye, seconded by White to table this issue, the motion this has been placed on hold passed. 2 9. Consider Maintenance Funding for Running Water Draw Dams 2 &3 to the Parmer County Soil & Water Conservation District #140 After discussion, it was evident that there were questions the Commissioners had for the Conservation District. A motion to table the issue was made by Wilkins, seconded by Russell. Motion passed. Judge Ellis will contact the District and ask that they come to a future meeting to answer questions. 10. Consider Rules of Procedure Conduct and Decorum at Meetings of the County Commissioner's Court. The County Judges and Commissioners Association of Texas has suggested Rules of Procedure for meetings of the County Commissioner's Court. After discussion, Commissioner Frye moved to adopt the suggested Rules of Procedure, Conduct and Decorum at Meetings of the County Commissioners Court. Commissioner White seconded and the motion passed. See attached. 11. Consider use of the Parmer County Courthouse Lawn for Border Town Days on July 27, 2019. Motion by White, seconded by Russell to allow the use of the Courthouse Lawn for Border Town Days. Motion passed with 4 Ayes and 1 Nay. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries stated he has a jail population of 19 at present. He reported his new hire has started work and he now has a full staff. He also reported an uneventful 4th ofJuly celebration in the County. With no further business to come before the court, Commissioner White moved to adjourn.
