REGULAR MEETING DECEMBER 13, 2021 Be it remembered on the 13th day of December 2021 at 10:07 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Members Absent: Trey Ellis Judge When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments No one from the public was in attendance. 4. Read and Approve Minutes from the Previous Meeting. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for November 24th and December 1st and 13th. Motion by Wilkins seconded by Russell to approve payment of the Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Russell to approve the Treasurer's Payroll Report for November 30, 2021. Motion carried. See attached. 7. Consider Order to Approve Online Education for County Commissioners Commissioner Frye presented the Order to accept online education for the Commissioners. This is necessary because of an amendment by the 87th State Legislature to LGC 81.0025 (b). Upon a motion to approve this order by White, seconded by Russell, the motion passed. The Order will be filed with the Commissioners Education Committee of the County Judges and Commissioners Association of Texas. 8. Consider three Applications for Water Lines Under County Roads Commissioner Frye presented three applications as follows: Water Line under CR T and 200 yds. South on CR 15 8" Water Line approximately a quarter mile west of CR2 23 and CRQ 10" Water Line approximately .46 miles west of the intersection of CR20 Upon a motion to approve all three applications by Frye, seconded by and CR R. Russell, the motion was approved. 9. Consider Fiber Optic Cable Under County Road Upon reviewing this request, it was ascertained that the road is a private road and not a County Road. Thus, the Commissioners took no action on this agenda item. 10. Consider Request from Parmer County Employees for Payment on Unused Vacation Hours. Considerable discussion was held on this item. The Commissioners addressed the fact that this is not budget money. They discussed the fact that hours could be carried over to the next year and taken as vacation at that time. The Commissioners were reluctant to approve hours for pay 2 that could be rolled over. Upon motion by Russell to approve 40 hours each for the four employees requesting the payment, seconded by White, The Commissioners expressed a desire to address this issue in the Employee Handbook during the first two months of 2022, in order to the motion passed. clarify this issue. 11. Consider Rescheduling the December 27th Commissioners Court to December 21st Upon a motion from Wilkins to approve the meeting change, seconded by Frye, the motion passed. 12.
