REGULAR MEETING JANUARY 10, 2022 Be it remembered on the 10th day ofJanuary 2022 at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Trey Ellis Kirk Frye Kenny White Charles Wilkins Casey Russell Sharon May Susie Spring Isabel Carrasco Judge Commissioner Pct. #1 Commissioner Pct. #3 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Jeff Actkinson, County Attorney Jayme Schlabs, Sheriff Deputy Eric Geske, Chief Deputy Wendy Case, Extension Agent When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments There were no comments. 4. Read and Approve Minutes from the Previous Meeting. Upon motion to approve the minutes from the Regular Meeting on December 21, 2021 by White, seconded by Russell, the motion passed. 1 Upon motion to approve the minutes from the Special Meeting on December 30, 2021 by Wilkins, seconded by Frye, the motion passed. 5. Consider Approval and Payment of the Accounts Payable - Sharon May Sharon May reported the Accounts Payable List for December 3, 2021 and January 3 and 10, 2022. Motion by Russell seconded by Wilkins to approve payment of the. Accounts Payables as presented. Motion carried. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Motion by White, seconded by Frye to approve the Treasurer's Payroll Report for December 30, 2021. Motion carried. See attached. 7. Consider Regular Meeting Schedule for Commissioners Court Judge Ellis proposed keeping the meeting on the second and fourth Mondays of each month with the exception of August and September. Due to laws requiring tax rates and their approvals, he proposed setting ar meeting for every Monday in those two months. He stated we may not hold a meeting but in case we need an approval that must be done in a Upon motion by Commissioner White, seconded by Russell, to approve Regular Meeting, we would be prepared. the proposed schedule, the motion passed. 8. Consider Appointment of County Judge Pro Tem Upon a motion to appoint Commissioner Frye as Judge Pro Tem by Judge Ellis, seconded by White, the appointment was approved. 9. Consider Lap Top Computer for Veterans Service Officer Upon a motion to approve the computer for Richard Villarreal, VSO, by Wilkins, seconded by Russell, the motion passed. 10. Consider Holiday Schedule for 2022 Commissioner Frye moved to approve the holiday schedule for the Courthouse, seconded by Judge Ellis, the motion passed. See attached. 11. Draw Names for the 2022 Salary Grievance Committee The Court drew names for the Salary Grievance Committee. See the attached list. 2 12. Consider Estimate for Electrical Work for the Extension Ollice/J.P.#2 Office Wendy Case presented an estimate to get the electrical work done to place two small water heaters in the bathrooms at the Extension Building. After discussion, Commissioner Frye made the motion to approve the bid for the electrical as well as approval to order the two water heaters for the bathrooms. Commissioner White seconded and the motion passed. Enforcement Center. for Deaf Smith County. 13. Consider Any and All Matters Concerning the Parmer County Law Sheriff Geries reported 23 total inmates as of today. 8 are being housed The Sheriff also presented a clarification and update to the 207 k compensation policy for Sheriff Office Deputies and Jailers. After consultation with TAC the attached policy was presented for consideration. Commissioner Frye made a motion to approve the policy but to further clarify that the vacation hours would be taken first and after they are exhausted the hours would be taken from sick time to make up for the minimum hours worked if needed. Judge Ellis seconded the motion and Also discussed was the seven minute rule to round the time sheet out to the nearest 15 minute increment. Upon motion by White to table the policy at this time until more information is obtained, seconded by the motion passed. See attached. Wilkins, the motion passed. The Commissioner's Court then convened in an Executive Session in accordance with V.T.C.A. Gov. Code 551.074 to deliberate personnel matters. Commissioner's reconvened in Regular Session at 11:55 A.M. 14. Consideration of Appointment of County Sheriff Judge Ellis asked for a motion in regard to the discussion in Executive Commissioner Frye made the motion to appoint Eric Geske as Sheriff for the unexpired term of Sheriff Geries. Commissioner White seconded the Session. motion and the motion passed unanimously. 3 Judge Ellis and the Commissioners thanked Sheriff Geries for his service.
