Mr. Arnold Robles congratulated the Diamond Divas and went on to give a summary of their accomplishments this year. Coach Norma Suarez also congratulated the team on their performance in Laredo, Texas and thanked the City of Alamo for their support. Mayor Pro-Tem Pete Morales and Commissioners congratulated the team. Commissioners were invited to the Alamo Lions Club Meeting at Alamo Heights Nursing Home and also to this year's Wolverine D. Consideration and action to approve an ordinance authorizing thei issuance, sale and delivery of City of Alamo, Texas Waterworks and Sewer System Revenue Bonds, Series 2018 in the: aggregate amount ofS10,335,000.00; providing for the payment of thel bonds from: a first lien on and pledge oft the net revenues ofthe City'swaterworks and sewer system to the payment of the principal of and interest on such bonds; providing for the terms and conditions ofs such bonds; approve thel lending rate scale offered by the Texas Water Development Board; and making other provisions Mr. Luciano Ozuna, City Manager, stated it has been about three years that the city has been working on: securing the funds for the construction oft the city's new wastewater treatment plant. The cost estimate is about 10 to 10.5 million dollars. This is the ordinance to issue the $10,335,000 needed for the project. Mr. Ozuna stated the project cost is approximately $11,500,000 but that there was a $1,165,000 principal forgiveness from the Texas Water Development Board. At this time, Mr. Ozuna introduced Mr. Dusty Trailer. from. RBC Capital Markets and city's Bond Counsel. Mr. Trailer summarized all the details of the bond issuance including the 2.15% interest rate. This would be the first business to use Crockett as its primary access. Mr. Salinas informed the Commission, that Planning & Zoning Commission had denied the request at their. July 18 meeting due to surrounding neighbor'st traffic concerns. Mr. Gerardo Gonzalez, 214 Candy Dr. resident, spoke against the request citing concerns with the heavy traffic. Resident, Myra Benedetti, also spoke against the request citing thet traffic concerns and also the type ofbusiness being proposed. Mr. Agustin. Macias spoke in favor of the request saying the business was already in existence and were only moving their operations to the back making Crockett their primary access. He recommended city allow them to use the Crockett access for their smaller trucks and they would route their bigger trucks to the Bus. 83 access. Mr. Macias. stated he would have full access to all the property.from. Bus. Hwy. 83 within three or four months. Resident, Alma Tijerina asked whether taxes would increase. for residential owners due to the change in zoning to which Mayor Pro-Tem Pete Morales and. staff indicated. there would be no tax increase with the zone change.
