Minutes of September 24, 2019  Page 1  The Board of Commissioners for the City of Alamo, Texas met for the Special Meeting on Tuesday September 24, 2019 at 6:00 p.m, at the City of Alamo Municipal Building.  COMMISSION PRESENT: Mayor Diana Martinez Robert De La Garza, Mayor Pro-Tem Trino Medina, Commissioner Pete Morales, Commissioner Pilar Garza, Commissioner  COMMISSION ABSENT:  STAFF PRESENT: Robert L. Salinas, Interim City Manager Eloy Hernandez, City Attorney Alexandra Rangel, City Secretary Roy Contreras, Fire Chief Rosie Rodriguez, Accountant Julio Villarreal, Public Works Director Melissa Leal, Utilities Supervisor  Michael Torres, IT Director Rogelio Alaniz, Interim Police Chief  I.  CALL MEETING TO ORDER  Mayor Diana. Martinez called the special meeting held on Tuesday, September 24, 2019to order at 7:00 p.m. at the CityofAlamo. Municipal Building. Mayor Diana. Martinez ledi the Pledge of Allegiance and Commissioner Pilar Garza led the Invocation. . - Consideration and Action on an Ordinance Adopting the' Tax Rate and Levy for the City of Alamo for the Tax Year 2019 and Fiscal Year beginning October 1, 2019 through Finance Director Kvette Mendoza spoke in regards to the 2019 ordinance setting the tax rate and tax levyfor the CityofAlamo. She stated when the taxes are collected it will be distributed. among  September 30, 2020.  the funds and departments of city government of the City of Alamo:  PORTIONTO: THE GENERAL FUND PORTION: TO: THE. DEBT SERVICE. FUND She stated this sets the tax rate at a.5817.  4990 0827  Mayor. Diana Martinez stated. there have been two public hearings and now it's time for a vote. Mayor Pro-Tem Robert De La Garza motioned to approve, and Commissioner Pete Morales  seconded. Motion carried.  D. Consideration and Action for a drainage project along Jasmine Ave. and 12th St. Interim City Manager Robert Salinas proposed a drainage project along Jasmine Ave. and 12th St, this project will help alleviate some of the flooding in the ared. It includes three inlets and storm lines that head East and out fall to TXDoT's existing storm system. Mr. Salinas mentioned    Minutes of September 24, 2019  Page2 2  Interim City Manager Robert Salinas stated there is a potential joint use park project between the City of Alamo and PSJA ISD at the moment iti is between Gus Guerra Elementary and Marcia Garza Elementary. The joint project will allow, for the public to use the propertyfor families after school hours. He states ifthe commission allows to move forward andj join with Carlos Colinas which will allow) for him to obtain additional funding with Texas Parks and Mr. Salinas stated because this is through Texas Parks and Wildlife, the school district is unable to apply, there is $750,000 grant that the school is unable to apply but the city can apply and be sponsor to the school. The deadline for this project is December 04, 2019, he. stated the Mayor. Diana Martinez stated has there been any investment in Marcia Garza  Wildlife.  commission needs to decide on the park to continue the project.  Interim City Manager.
