Princeton Dr. Princeton, Texas 75407.  The following City Councilmembers were present: Mayor Brianna Chacôn, Mayor Pro Tempore Steven Deffibaugh, Councilmember Bryan Washington, Councimember Ben Long, Councilmember Ryan Gerfers, Counci/member Marlo  Obera, and Councilmember David Kleiber. Rizzo, Officer Bradford.  1    Mayor Chacôn called the City Council Meeting to order at 5:36 p.m. Mayor Chacôn called roll, present were Councilmembers: Mayor Pro Tempore Steven Deffibaugh, Bryan Washington, Ryan Gerfers, David Kleiber, Marlo  Obera, and Ben Long.  Mayor Chacôn announced the first item under Work Session Agenda B.1 2024- 203: Presentation and discussion regarding municipal regulation of drone deliveries.  No Action  Mayor Chacôn announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty oft the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct oft the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within  this agenda, and/or the subject matter listed below: Moratorium on residential property development  Council convened into executive session at 5:59 p.m. Council reconvened from executive session at 6:35 p.m.  Mayor Chacôn asked for an adjournment of the meeting. G.2 2024-09-23-R: Consider approving Resolution No. 2024-09-23-R, updating and designating the City's authorized signers on1 the accounts held at Peoples Bank; and take appropriate action. G.3 ORD-2024-  4    09-23-15: Consider approving Ordinance No. 2024-09-23-15, ratifying and approving the annual operating budget for the Princeton Economic Development Corporation for fiscal year 2024-2025; and take appropriate action. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within  this agenda, and/or the subject matter listed below: Moratorium on residential property development  Mayor Chacon announced we will not be going into Executive Session ACTION PERTAINING TO EXECUTIVE SESSION: No Action  Mayor Chacôn announçed the first item under Public Hearing ORD-2024-09-23: Public hearing, discussion, second reading, and possible action on Ordinance No. 2024-09-23 of the City Council of the City of Princeton, Texas, enacting and imposing a moratorium on the acceptance, authorization, and approvals necessary for residential property development, consisting of the subdivision, platting, construction, reconstruction, or other alteration or improvement thereof, for residential property development within the City's corporate limits and extraterritorial jurisdiction; adopting written findings justifying the moratorium; providing for applicability, expiration, extension, limited exceptions, and waivers; providing for an effective date; and  containing other provisions relating to the subject.  Public Hearing Opened 7:04 p.m. Public Hearing Closed 7:04 p.m.  ACTION PERTAINING TO PUBLIC HEARING: Councilmember Marlo Obera made a motion to approve. Councilmember David Kleiber seconded the motion to  approve. The motion carried 6-0.  8    Mayor Chacon announced the first item under Regular Agenda L1. 2024-201: Discussion and presentation by Development Services regarding residential design Mayor Chacôn announced the second item under Regular Agenda L2. ORD-2024- 09-23-02: Consider approving Ordinance No. 2024-09-23-02, authorizing the issuance and sale of Combination Tax and Surplus Revenue Certificates of Obligation, Series 2024; levying an annual ad valorem tax and providing for the security for and payment of said certificates; approving an official statement; providing an effective date; and enacting other provisions relating to the subject; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve.  standards. No Action  The motion carried 6-0.  Mayor Chacôn announced the third item under Regular Agenda L3. 2024-09-23- RO1: Consider approving Resolution No. 2024-09-23-R01, determining costs and calling a public hearing to consider an ordinance levying assessments on property located within the Windmore Public Improvement District Improvement Area No. 1; directing the publication and mailing of notice of such public hearing; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Marlo Obera seconded the motion to approve. The  motion carried 6-0.  Mayor Chacôn announced the fourth item under Regular Agenda L4. 2024-09-23- R02: Consider approving Resolution No. 2024-09-23-R02, determining costs and calling a public hearing to consider an ordinance levying assessments on property  9    located within the Southridge Public improvement District Improvement Are No. 2; directing the publication and mailing of notice of such public hearing; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Ben Long seconded the motion to approve. The  motion carried 6-0.  Mayor Chacôn announced the fifth item under Regular Agenda L5. 2024-09-23- R03: Consider approving Resolution No. 2024-09-23-RO3, proposing amendments to the project plan and financing plan for Reinvestment Zone Number Six, City of Princeton, Texas; calling a public hearing; providing an effective date; and resolving other matters related thereto; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councimember Bryan Washington seconded the motion to approve. The motion carried 6-0. Mayor Chacôn announced the sixth item under Regular. Agenda L6. 2024-205: Consider approving a First Amendment to the Non-Standard Wastewater Service Agreement by and between the City of Princeton, Texas, and S2 Land Development, LLC, for Arbor South; and take appropriate action. Councimember Ben Long made ar motion to approve. Mayor Pro Tempore Steven Deffibaugh seconded motion to  approve. The motion carried 6-0.
