CALL: MEETING TO ORDER Mayor Martinez called the meeting to order at 7:00 p.m. on. July 03, 2018 at the City of Alamo Municipal Building. Thel Diamond Divas 6Us softball team] led the Pledge of Allegiance and Pastor Tuttlel led the Invocation. PRESENTATIONS. & ANNOUNCEMENIS Parks & Recreation Director, Arnold Robles stated the baseball season started in April with 23 teams and they ended up with 7 all-star teams, 31 baseball and 4 softball. He congratulated all the all-star teams that represented Alamo. The baseball team with 6u boys and girls placed 4th in the sectional and went on the regionals in] Harlingen where they were eliminated. He presented Head Coach. Juan Ortega, Assistant Coach Oscar Cruz, Assistant Coach David Martinez and Assistant Mr. Robles theni introduced thes softball team whichi is made up of5a and 65 year old girls who earned 1stp place at the 1st. & 2nd invitational tournament as well as the sectional tournament and earned a spot to regionals where they earned 2nd place in Weslaco. He introduced the Head Coach, Jessica Martinez, Assistant Coach, Bobbi Sue Gonzalez, Assistant Coach, Nicole Milan and Assistant. Coach] Norma Suarez. The girls qualified to go to the World Series inl Laredoi in a couple of weeks. Mr. Robles wishedt them] luck and said one dayi int thei futuret they may bej playing for the Wolverines Mayor Diana Martinez thanked Mr. Robles the Parks & Recreation Director for doing a great job with his department and the parents for the dedication tot their children tol help make Alamo look Mayor Pro-Tem Pete Morales also thanked Mr. Robles and all the Parks & Recreation staff for doing sucha a good job for the youth of Alamo. He also thanked the coaches for volunteering their Special Projects Director, Melisa Gonzales reminded the Mayor and Commissioners' the movie in Commissioner Medina reminded the Citizens the 4th of. CONSIDERATION AND ACTION TO APPROVE THE MINUTES FOR THE FIRST REGULAR MEETINGI HELD ONTUESDAYMAYIS2NS Commissioner. Maria del Pilar Garza motioned to approve the minutes of May. 15, 2018. E. CONSIDERATION. AND ACTION REGARDINGTHE HEALTH INSURANCE OPTIONS PRESENTED BYTHE TML MULTI-STATE INSURANCE Mr. Ozuna stated this item was discussed during the workshop earlier where staff was recommending Option 1 with tiers for an increase of 8.48% overall in the health insurance. He stated the outright increase was going to be 18% but they worked with TML and made some changes to the plan where they felt it would be best for the city and they were able to get the composite rate to 8.48% instead of 18%1 the big significance there is they felt the tiers proposal which calls for a separation of spouse only, children only, and family would be beneficial. Currently there are 136 employees and the city pays $399.92 that rate was going to increase to $471.92 but after discussing the different options the rate willl be $433.84 for the city ift this rate is approved. Commissioner Robert de la Garza motioned to approve Option 1 with Tiers. Mayor F. CONSIDERATION. AND ACTIONTO APPOINT Al DISASTER PREPAREDNESS Mr. Ozuna stated thisi item was placed on the agenda by Commissioner Trino Medina who had an Commissioner Trino Medina stated he wanted to appoint Chief Roy Contreras to work with him tot talk to some businesses to form this committee. He stated he has already spoken with some of the businesses but he would) like to: speak toi more together with Chief Contreras. He stated at this inj putting the event together. Commissioner Maria del Pilar Garza askedi ift this committee was just going to be with the Alamo businesses. Commissioner Medina replied that was correct. Mayor Martinez stated at this time the only member of the committee would be Chief Roy Commissioner Trino Medina replied yes, ast the Chair. CONSIDERATION AND ACTION ON A REPORT REGARDING EMERGENCY Mr. Ozuna stated the city experienced: some water breaks duet tot the major raint throughout the city. The most expensive were the sewer. line collapses in three areas. One area was collapsed between 7th & gth between De Soto & Ellis and they had to replace all of that line. July 03,2018 Page3of4 being done they started to receive calls that water was backing up in a different area from 10th Street to Alamo Road and that line was too deep for our backhoes SO wel had to calli in a company to come in and replace the whole lines sincet there are 60 year old clay lines in that area since itis the original Townsite of the city. They are getting old and when the rain saturates the ground it collapses the lines and they need to be replaced. One repair was about $32,000 and the other was about $39,000 which are very expensive but they were necessary. He stated they also had the collapse ofar man hole at the Hacienda Estates and they also had tol hire a company since the man hole was very deep and thankfully it was reported by ai resident and they were able to take care of thei issue before the water got to the residents. That repair to the manhole was $12,500. He stated the company that was hired was Saenz Construction who was already in the city working on another project which is why they requested their assistance. Mayor Martinez asked ift this was just ai report. Mr. Ozuna replied he would liket to request approval.. Mayor. Diana Martinez motioned to approve the emergency repairs. CONSIDERATION AND ACTION ON A CONDITIONAL USE PERMIT FOR A REGISTERED HOME DAYCARE (KIIDZ -N- CARE), PAVSICALLYLOCATED AT 432 MONTERREY; LEGALLY DESCRIBED AS LOT 29, LA CASA REAL CP&D. Director, Bobby Salinas stated the subject sitei is located 1,320' East ofTower Road along the East side of Monterrey Drive. The applicant wishes to change the ownership of the daycare. The conditional use permit was being operated by the applicant's mother who recently passed away. This CUP has been in existence for 15 years. Ms. Campos started in 2009 and is licensed by Texas Health and Human Services Commission (Child Care Licensing) and has many other certificates which arei int the packets. Staffi is recommending approval subject to city compliance, health code compliance and acquiring a business license under her name. Commissioner Robert de la Garza motioned to approve. CONSIDERATION AND ACTION ON PROPOSED "QUALITY HEAVY SUBDIVISION BEING A SUBDIVISION OF 10.003 ACRES OUT OF LOT 7, ENGLEMAN SUBDIVISION NO.2. DEVELOPER: RTE INVESTMENTS, LLC, ROBERTTUDOR. ENGINEER: MELDON & HUNT INC. CP&D Director Bobby Salinas stated the proposed subdivision is located on the NE corner of. Border Road and Business 83. This subdivision contains only1 1 lot which measures 375'X126.71' (8.334 ac.] Net), thus exceedingt the City'sminimum: areai requirements. Thej proposed dèvelopment willl be for al used tractort truck parts (salvage yard). Salvage yards are required to come before City Commission for approval. This salvage yard was approved by the City Commission back in June 2017. The water belongs to North Alamo Water Supply. The developer will provide water. by tapping into an existing 12" water line between Whalen and Border Road. There will be four fire hydrants as required by the Fire Marshal. There will be septic tanks. The developer will be dedication ana additional 30 ROW: along Border in order to comply with MPO: and also dedicating another 5 along Whalen. Drainage will be accomplished through onsite detention on the south side of thel lot which will be discharged into a ditch on Whalen Road. As far as other comments they must install or escrow the 5' sidewalk along Border & Whalen. They must provide water district exclusion to the City of Alamo, must provide a 10' solid wood fence along the perimeter of the salvage storage area and the owner must maintain the 24' fire access.
