She advised she needs help from the City beforei it can become a' "No Kill" City. Dr. Kays advised of several changes the City needs to make before it can become a "No Kill" City; pass an ordinance allowing the shelter to vaccinate, deworm at intake, allowt trap, neuter and release and allowi the City Manager to start a volunteer program. She would Sherri Garcia, 4110 Swallow Street, advised she is in favor of "No Kill". She advised there were three dogs adopted out at Tractor Supply this weekend. She advised she obtained two pages of signatures ini favor of "No Kill". Ms. Garcia advised she was in favor of forming an advisory board David Baldree, 6310Tanglebrush Trail, advised he supports "Nol Kill". He advised he has alsol been collecting signatures ini favor of "No Kill". He advised he has spoken with City staff regarding making the entrance toi the Pavilion more official. He referenced the "Crockett Street" entry way in Beaumont, Texas. He advised he would like to see more attention to lives of animals ini the City. He advised he would like to see a volunteer program int the City. Mayor Pro-Tem Burch advised a program would give animals a better quality of life. Mayor Spears advised looking at other cities volunteer programs and see what willy work fort the City of Orange. Mr. Kunst asked Mayor Spears to let City staff work on it. DISCUSSION REGARDING THE CITY OF ORANGE STARTING A TRAP/NEUTER/RELEASE Council Member Salter advised she is in favor of starting a trap/neuter/release program. She advised there are pros and cons to the program. She advised the program would cost less than DISCUSSION REGARDING THE CITY OF ORANGE ADOPTING Al NO KILL ORDINANCE FOR Mayor Spears advised the City definitely needs to move towards adopting a "No Kill" ordinance. He asked what happens if an animal is injured, can it be euthanized with a' "No Kill" ordinance. Dr. Kays advised the ordinance would state that the City strives to be a' "No Kill", which is 90% of intake. She advised that in certain instances, such as injuries or dangerous behavior, the "No Kill" would not be considered a justifiable option. Dr. Kays advised the "No Kill" ordinance would help Mayor Spears asked City staff to move forward on establishing a volunteer program, starting a PROGRAM. euthanasia and it is more humane.
