Proclamation- - United Way of Denton - LIVE UNITED Month  Mayor Meek proclaimed the month of September as LIVE UNITED month in the City of Oak Point. She presented the proclamation to Carrell Ann Simmons, UNDC Lifetime Board Member and Evelyn Mayor Meek and ChiefTatu paid tribute to Kristin Lyon for her dedication and: service to the Oak Point Department of Public Safety. They honored Kristin posthumously with a plaque for her dedication. ChiefTatu introduced Patrol Officer Nicholas Campbell and Officer Campbell took his Oath of Office publicly. Garland Marshall's Office Chief Deputy Granado, who is Officer CampbelsGrandmother,  Sutton, United Way Staff Member  5. July 2024  Police ChiefTatu reported that the department has 3 officers in training and is now fully staffed. Fire Chief Roach explained to the Council about the Gantt chart for the ambulance service timeline.  10. Report from Council Liaison  a) Update on the PARC August meeting  Mayor Pro Tem Dufford reported that the Pickleball Court project is out for bid. The PARCis working on al Master Plan fori the boat ramp area. The kayak launch has been replaced by the Council Member Weiler reported that the EDCI held aj joint meeting with the City Council and the Planning and Zoning Commission regarding the Commercial Corridor Character Code. He reported that most people were pleased with the progress made int the character code  manufacturer.  b) Update on the Economic Development Corporation August meeting  project.  CONSENT AGENDA  11. Consider and act upon the minutes fori the. July3, 17, and 31, 2024 City Council meetings. 12. Consider and act to approve a site plan fora a retail center at the corner of FM 720 and McCormick 13. Consider and act to approve an Interlocal Cooperation Agreement with Denton County for property assessments and collection between Denton County and Oak Point 720 Public Improvement 14. Consider and act to approve an Interlocal Cooperation Agreement with Denton County for the rehabilitation of McCormick Road between Vacht Club Road and FM 720. Council Member' Weiler asked that Item 12 be pulled from the Consent Agenda. Council Member Lusk made a motion to approve Items 11,13, and 14 of the Consent Agenda as  Road.  District, Improvement Area #1.  presented; motion seconded by Council Member Hawrysio.  Motion Passed 7-0    City Planner Coker explained the Site Plan to Council. He recommended approval with the condition that there be a correction of the Lot number from Lot 31 to Lot 4. There was discussion among Council about delaying the site plan until the character code was established or disapproving it due to the incorrect labeling of the lot. City Attorney Moore explained to the Council that the site plan met the criteria for approval and since it met all the criteria for approval it was considered a ministerial Council Member Lusk made a motion to approve the site plan with the condition that the Lot number  and should be approved.  duty  be corrected to Lot 4; motion seconded by Council Member Bastaich.  Ayes: Lusk, Bastaich, Dufford, Meek Noes: Hawrysio, Klewicki, Weiler  Motion Passed 4-3 REGULAR, AGENDA  15. Public Hearing to hear comments on the Fiscal Year 2024-2025 Budget.  City Manager Ashleygave a presentation ont the proposed Fiscal Year 2024-2025 Budget and answered  questions.  Mayor Meek opened the Public Hearing at 6:58 p.m. Mayor Meek closed the Public Hearing at 6:58 p.m.  No one came forward to speak. Consider and act to authorize the City Manager to execute an agreement for Professional Audit City Manager Ashley explained that an RFQ had been put out fora audit services and that Staff would be Council Member Bastaich made a motion to authorize the City Manager to execute an agreement for Professional Audit Services with Vail & Park, PC; motion seconded by Council Member Weiler. 17. Consider and act on an ordinance repealing and replacing Chapter 8, Article 8.02, of the Oak Point Fire Chief Roach explained the changes to the ordinance for outdoor burning and answered questions. There was discussion: about the wording in Section 8.02.001(c). It was decided to: strike the words "and the following specific acts, conditions, and things are, among others, each and all of them, hereby Council Member Weiler made a motion to approve an ordinance repealing and replacing Chapter 8, Article 8.02, oft the Oak Point Code of Ordinances dealing with outdoor burning as revised by removing "and thet following specificacts, conditions, and things are, among others, each and all oft them, hereby  Motion Passed 7-0  Code of Ordinances dealing with outdoor burning.  declared to be nuisances" from the section.  declared to be nuisances';motion seconded by Council Member Lusk.
