City of Oak Ridge Kaufman County, Texas City Council Agenda Meeting Minutes September 23, 2024 at 7:00 PM  Item 1  Call to Order  Meeting was called to order by Mayor Al Rudin at 7:04 PM. Present were Council Members, Rolando Guzman, Scherri Holmes, Nena Langford and Janelle Davis. Mayor Pro Tem Jimmy Quick was absent.  Chief Bill Weatherly and City Secretary Karen Stacey were also in attendance.  Item 2 Item 3  Pledge of Allegiance  All present stood and recited the pledge of allegiance.  Citizen Input  Enrique Gonzales Spoke on tree removal (Ash). Spent about $4000 of his own money SO far to remove dead or dying trees. Rolando will check with Daniels regarding stump removal. All present  stood and recited the pledge of allegiance.  Item 4  Update on Court Activities/City Fees for August 2024 (Skyler Walker)  Skyler Walker, Court Administrator, presented August court numbers as well as several updates and informed council the court would like to change from once per quarter to every other month. Essentially this will result in 6 court dates per year from 4 court dates per year. A warrant round-  up will also be chedulea/cordinated through the PD, Court and MVBA.  Item 5  Approve August 2024 Financials  Council, as well as approving August 2024 Financials, also went through September expenses and with line item transfers, accounting will close out 2024. A motion was made by Scherri Holmes and seconded by Rolando Guzman to approve August financials and line item transfers to close out  2024.A11 being in favor, motion carried.  Item 6  Approve Payment of September 23, 2024 Bills/Invoices  Motion was made by Janelle Davis and seconded by Rolando Guzman to approve bills for September  23, 2024. All being in favor, motion carried.  Item 7  Approve September 9, 2024 City Council Meeting Minutes  Motion was made by Nena Langford and seconded by Scherri Holmes, Janelle Davis abstained, she was absent for this meeting, to approve City Council Minutes for September 9, 2024. All others being  in favor, motion carried.  Item 8 Item 9 Item 10  Discussion on Police Department (Chief, Bill Weatherly)  Chief went to Houston and will work with the court on the warrant round-up.  Discussion on Roads  Pct. 11 MOU for county roads 139, 279 and 279A needs to be put on October 15, 2024 meeting. Item 11  Discuss, Consider, Action, on Roctex Heating & A/C Proposal for New System  Motion was made by Janelle Davis and Seconded by Scherri Holmes to accept Roctex Heating & A/C  Proposal for New System. All being in favor, motion carried. Schedule to correct the Ordinance # to 24-15B Fee Schedule  Item 12  Discuss, Consider, Action, to Revise Previously Approved Ordinance 24-15A Fee  Motion was made by Janelle Davis and Seconded by Scherri Holmes to revise right-of-way Fee for non-utilities to $150.00 as well as revising Ordinance from 24-15A to 24-15B. All being in favor,  motion carried. Item 13  Set Date for October 2024 City Council "Workshop" Meeting October 14, 2024  at 6:00 PM, Note: This is a Federal Holiday) Langford and Scherri Holmes with both be absent.
