City Council Workshop Meeting MEETING MINUTES September 25, 2024, at 5:00 PM City Council Chamber/Municipal Court Room 2801 Ranch RD 1869 Liberty Hill, Texas 78642  City Council Present: Crystal Mancilla Amanda Young Diane Williams Michael Helbing Wade Ashley Council Members Absent: Jacquetta Thayer City Staff Present: Paul Brandenburg, City Manager Elaine Simpson, City Secretary City Attorney Marc Calderaro Dewey "JR" Pierce, SCADA Specialist Public Works Project Director James Herrera Jeff Ringstaff, Interim Police Chief Tracy Ventura, Court Administrator Candice Scott, HR Director  McKenzi Hicks, Interim Planning and Development Director  Director of Communications and Community Engagement Katie Amsler  1) CALLTO ORDER  The City Council Workshop meeting was called to order by Mayor Mancilla at 5:02 PM at 2801 Ranch Road 1869, Liberty Hill, Texas. A quorum was established, and all members were present  except Council Member Thayer. 2) MeetingI 5:00PM-5:30PM  County Commissioner Cynthia Long remarks and updates regarding Williamson County projects and events ofinterest to the residents ofLiberty Hill. See Exhibit 'B' to these meeting minutes. County Commissioner Cynthia Long disseminated some handouts to the City Council members. She provided a short update, giving briefremarks about Williamson County size, the number of miles of roadways, the Services provided by the County, the County Park System, and many advancements Commissioner. Long discussed the County's roadways and gave a brief update on the history oft the  such as the new River Ranch Park and the enhanced 9-1-1 System. She noted that the Liberty Hill Bypass project is progressing nicely and the section near 1869 going East should be opening about  February of2025.  The Commissioner discussed other Road projects that are also under construction at this time in Pct. 2. She discussed that Williamson County has almost completely built Ronald Reagan, is making progress on Seward Junction, and should be finished with the project within 3 years. There will bea a project on Bagdad that is part oft the 2019 Road Bond. There is a slight delay on this due to utility easement issues. The project for Hero Way is also experiencing a slight setback due to coordination  ofs some oft the work with TXDOT.  She then discussed the County Park system and discussed Trails in the system.  She ended with a short discussion oft the complexities oft the project at Stonewall and State Hwy 29, which also has issues stemming from Hwy 29 being a State highway. Cynthia Long said that the decision ofthe City Council ofLiberty Hill, whether to go forward on the project at Stonewall would impact their plans moving forward but did not state exactly how it would impact. Mayor Pro Tem Young inquired whether the County had plans to do the west side or the east side oft the bypass first. Commissioner Long responded that it would be up to TXDOT as to when it would be warranted to add a light at SH29. She then mentioned that there was difficulty doing both west and east sides of the project at once due to availability of contractors. Mayor Pro Tem Young mentioned that she had read online that the east side was planned to be completed first and asked ift there was any additional information on that and Commissioner Long stated that they had not even gotten to the engineering  phases and SO she could not say.  3) Meeting II  5:30-6:00 PM  Austin Community College Annexation Process Discussion.  a) Presentation from representatives of Austin Community College District Department of Mr. Chris Cervini presented al PowerPoint presentation regarding the Austin Community College  Community and Public Affairs. See Exhibit 'A' to these meeting minutes.  4) ADJOURNMENT  Given there were no further agenda items and hearing no objections from the Council, Mayor Mancilla  adjourned the meeting at 5:58 PM.  Approved by City Council at their meeting the  by a vote of Ayes,, Nays  and  S  PAbstemtions, with 22072e being absent.
