CALL: MEETING TO ORDER Mayor Diana Martinez called the special meeting held on Monday, October 26, 2020 to order at 6:00 p.m. at the City of Alamo Municipal Building. Action to Approve AJ Resolution Authorizing the Submittal ofa Grant Application to' Texas General Office (GLO) Under' The 2016 CDBG-MIT Funding Cycle. City Manager Robert Salinas statedi int the last commission: meeting ai resolution was approved for the 2015 CDBG-MIT this resolution is for the 2016 CDBG-MIT, at Tuesday's meeting it was discussed which different projects would be completed using 2016 CDBG money. There was mention of replacement of clay lines, water plant improvements and, Bonita Estates. This list before youi is a combination ofa variety of items. The firsti item thati is shown therei is Buena Vista and cands subdivision that is located between 13th and Alamo, Jasmin and the Expressway. This area will be taken care of by replacing the clays the sewer lines. Cabana South will be next from Alamo Rd. to Tower, from Hackberry to Expressway. Bonita Estates that does not have sewer at this time, Sabal Palms located south oft the ditch where Bonita Estates is located. In this list there isal lift station relocation, this particular itemi isl located on' Tower Rd and De Soto, we will revisit the item. The next ones are the water improvements, to the existing water plant, which includesa SCADA: system, 25 actuator valves that need to bej purchased, brand new filters and sandblasting andi recoating the plant itself for total of $3.41 million. Going back tot the lift station relocation, the ticket price of the relocation is almost $2.5 million. It is up to the commission to decide if they wantt to do that] project or focus the $2.5 million towards the sewer lines within the old townsite. City Manager Robert Salinas responded the original is 30-40 years old, but later there were improvements done, because ofi improvements roughly its 15-20 years old. He did ask if he can change the pumps since the current ones are self priming pumps and are above ground. They do makes submersible pumps, odor control equipment that we can retrofit into the station. Allegiance and Robert Salinas led the Invocation. City Manager Robert Salinas responded he was thinking of that, but for number purpose $2.5 million is int there for lift station relocation but if we get awarded, we can always come back and Commissioner Pilar Garza stateds she does feel badi for ther residents, during her visits she mentioned make it much more functional. its smelled terribly. As stated by Mr. Briones and Mr. Salazar we can submit this amount Mayor Diana Martinez asked for Bonita Estates is $1 million, shet thought ity was less the last time City Manager Robert Salinas responded the reasoning is because they are going deep on the line, Mr. Rick Salazar stated to answer thel Mayor'so question, therei isaj proposal from the City Engineer ini reference to tie in to Tower. He wanted to piggy back into this project and set the city up with services all the way tol Moore Rd. The lift station is fairly new on El Gato, we also need a sewer service at Saball Palms. Thei reason why we wenti in that direction is sO we can provide services to that subdivision and continue the service line, what we call the trunk line and pass it at the bottom oft the ditch andt take itt tot the others side ofN Moore Rd and have access ready for future development onl Moore Rd. Thel lines willl be muchl higher than thist trunk line, thati isi reason whyi iti is $1 million. City Manager Robert Salinas stated it will include thej paving of all the streets as well Mr. Rick Salazar stated iti includes the 100% oft thej paving ofa all the streets within the subdivision City Manager Robert Salinas stated Mr. Salazar is working offa plan on how we can get sewer, but ifl he sees another way that can work then we can always modify the plan and go east. For example, we can go east on Moore Rd. to Tower and still serve the purpose he trying do to by and stilll have the option to modify and/or change to a different project. they spoke. they are going 201 feet deep. and two bores wei need to cross the ditch and EI Gato) Rd. providing the main trunk line. City Manager Robert Salinas stated he met with Mr. Salazar and Mr. Salazar stated if there isa way tos save money we will: save money SO we can utilize the money elsewhere. Commissioner Okie Salinas stated we have to be realistic, we asked them to figure out these numbers five days ago. With all these planning projects, getting the correct numbers will take months or weeks to do. Just because it'sl here its $1.1 million, that'sit. City Manager Robert Salinas responded! he'di rather be muchi more conservative to where wel have options.
