A quorum was established, for City Council and for the LHEDC. The WCESD#4 also called Mayor Mancilla welcomed all present and City Manager Brandenburg thanked all present for their meeting to order. attending this meeting. 2) REGULAR AGENDA a) Discussion, consideration and possible action between the Liberty Hill City Council, Liberty Hill Economic Development Corporation (LHEDC) and the Williamson County Emergency Services District #4 Board of Directors (WESD #4) regarding issues related to Sales' Tax, and interlocal agreements regarding sharing of Sales Tax. (P. Brandenburg, C. Kurtz, M. Etienne) Topics to be discussed. may include: 1. Background and History. (K. Sanders) Ms. Sanders (6:05 PM) explained thel history of the district and the elections that have been held related to the sales tax. She explained that the WCESD#4 took this Sales Tax as it was available, and would otherwise have possibly gone to. Austin Community College District or the Hospital District or CapMetro, etc. The' WCESD#4 was not able to sufficiently fund their needs with the two Fire Stations at that time. The District has always been open to working with the City should there ever City Manager Brandenburg introduced Christian Kurtz, Executive Director of the Liberty Hill Economic Development Corporation (LHEDC) and McKenzi Hicks, Interim Director of] Planning with the City. Mr. Kurtz and Ms. Hicks spoke briefly about the rapid rate of growth in the City. City Manager Brandenburg explained that the City would like to see al blanket agreement for Tax be a situation oft this type. LHEDC Strategic Plan Highlights. (C. Kurtz) Mr. Kurtz disseminated a copy of the LHEDC Strategic Plan for the WCESD to review. He also offered a handout that explained about the abilities ofa' Type BI Economic Development There was a discussion regarding thej priority of the City Council to bring in commercial projects. They are targeting industries and working with regional partnerships to bring the kind ofbusinesses to the city that will be of greatest benefit. He also noted that he provided a Land Development Cost estimation methodology handout. 4. City cost per acre by type, issue with behind due to impact fees not always covering cost, etc. (Impact on General Fund). (C. Kurtz) 5. Water Masterplan highlights for line updates for water flow for fire protection/Fire flow issues. (P. Brandenburg) City Manager Brandenburg explained that at this time, the city is about to receive two important masterplan documents; one: is the Water Masterplan, the other is the Wastewater System Masterplan. With these documents inj place, the City will be able to review utility rates and update them in order to recoup the true cost of providing the utility services. Also, these Masterplans will be central to the calculation of Impact Fees in the future. One thing that is important to all of us here is the water lines in the Downtown Fire Protection Areas. Getting the Water System Masterplan will allow the city to begin work in the downtown areas to improve 6.C City Comprehensive Plan map with controlled growth superimposed over WESD#4 area, Planning and Development Dept. Interim Director explained the City Comprehensive Plan map showing thel boundaries of the WCESD #4 and illustrating the target development areas that the City is trying to develop. She also discussed that there is an area of controlled growth sectors for the next 20 years. The City Council also recently adopted a new Ordinance which explains the water pressure. with latest ordinance related to utility evaluations. (M. Hicks) City Council Special Called! She continued to discuss the Development Matrix' which is on the city website and is a tool the City is using for controlling growth. 7. WESD#4 input on funding and service costs. The WESD#4 Directors explained that the Chiefk keeps the figures updated and there is an annual evaluation regarding the cost of providing services. The City ofLiberty Hill makes up only 10-11% The WESD#4 is concerned with being able to effectively site the new: fire stations that are needed. A new one is scheduled for Clearwater Ranch area. The money that the District earns from the Sales Tax goes into service delivery. Since 2018, the District has approximately doubled in size. Land is expensive. Without the Sales Tax funds, the District would not have been able tol keep up. Mayor Mancilla noted that the City's! priority is water. The City needs to make upgrades and expansions. The City is researching numerous options for financing oft the needed infrastructure. Council Member Williams explained that the City Council understands the pressures that growth is putting on the District because iti is on the City as well. The City Council believes that the Comprehensive plan, with the priority growth areas and restricted growth areas, will help both City ofthe WESD#4, but it is the area that requires the most service. and District lessen the effects oft the rapid growth. 8. Draft blanket agreement, percentage, and timeline and geographic area. Conditions where Mayor Mancilla noted that the city is trying to address this issue and is at a disadvantage due to trying to make up for lost time. Previous Councils did not maintain infrastructure sufficiently. LHEDC Director Robert Baughn noted that the city's Certificate of Convenience and Necessity (the permit to provide Water/Wastewater Utilities) - CCN, has boundaries that are larger than the city limits. This also adds to the complexity of financing the infrastructure needed. There was a discussion regarding the city'si inability to zone tracts in thel Extra Territorial Jurisdiction (ETJ).
