Minutes of September 24, 2020  Pagel  Thel Board of Commissioners for the City of Alamo, Texas met for the Special Meeting on Thursday, September 24, 2020 at1 11:00 a.m, att the City of Alamo Municipal Building.  COMMISSION: PRESENT: Mayor Dianal Martinez Robert De La Garza, Mayor Pro-Tem Okie Salinas, Commissioner Pilar Garza, Commissioner Pete Morales, Commissioner STAFF PRESENT: Robert L. Salinas, City Manager Cris Palacios, City Attorney Alexandra Rangel, City Secretary Richard Ozuna, Police Chief Roy Contreras, Fire Chief Rafael Tapia, AEDC: Director  COMMISSION. ABSENT:  Yvette Mendoza, Finance Director  I.  CALL. MEETING TO ORDER  Mayor Diana Martinez called the special meeting held on Thursday, September 24, 2020 to order at 11:00am. at the City of Alamo Municipal Building. Mayor Diana Martinez led the Pledge of C. Consideration and action on the Selection of] Engineer for CDBG-MIT Projects. City Manager Robert Salinas stated this item is for the request for proposals, request for qualifications ini regards oft the CDBG-MIT. Projects we are intending to do through the GLO. Mr. Francisco. Briones stated in the next public meeting they will be presenting the scope of work, how much it will be requested and what it will be used for. We are aware oft the issues on areas affected byJ flooding and overall the goal for future projects. We are hoping during the public hearing of October 5t the whole package will be followed and approved with a resolution. The Mayor Diana Martinez asked when everything is submitted by October 28h, when do you begin Mr. Francisco Briones responded the funding cycle is only 17 million dollars, that 1 million dollars can be used for housing, drainage, street improvements, this is up to the commission. Mayor. Diana Martinez askedi is that going to be the amount for2019.  Allegiance and Robert Salinas led the Invocation.  date of the awarding funds will be on April 20, 2021.  the process for the 2018 funding.  Mr. Francisco Briones stated the Texas General Land Ofice submits aj plan on how to award City Manager. City Manager Robert Salinas stated he will go over the calculations and that the ranks could still D. Consideration and action on the approval for additional expenditures for the 2019- City Manager. Robert. Salinas stated the document before you the left column indicates the various items requested in our budget reviews. On the right column, indicates the 20% increments. From the last meeting, it was approved for the county tor release an additional 20%. The reason why this itemi is before youi is because we needt to concentrate ont thej first 20%, on the top green column are various items we have discussed in the past, these items will still allow us to have a small remainder. Thej first item states the one time employee pay in the amount of81,200! per employee,  then we have the grappler truck.  Mayor. Diana Martinez stateds she didi not agree with the. $1,200  City Manager. Robert Salinas stated) he understood, but) hez used the larger number to come up with  this number  Commissioner Pete Morales asked why dids she not agree with the $1,200  Mayor Diana Martinez responded, in her opinion the employees should get $900 and the supervisors should get an additional $400-8500, since they are ones who oversee the city. Commissioner Pete Morales stated all of these employees are, going out there, every employee City Manager. Robert Salinas. stated as statede earlier hopefully we can purchase the grappler truck today, ai mini excavator, desks and chairs for municipal court, computers for the library, shredder and a cabj for public works, and F5501 to7 replace BI for the fire department and the total ofthese items equal to $448,240 which is still under the 20% that has been allocated to us. With the mortgage and the business loans, we have been dipping into our own funds from the budget, we actually useds some oft the 20%. At this moment we arej just looking to approve the items in green. Mayor Diana Martinez asked on the remaining $5,700 can you use the money to purchase the City Manager Robert Salinas responded yes, on the second box he added the other 20% and the remainder ofthe 20% at the total amount of8459,656 as you add the additional items that leaves Commissioner Pete Morales. stated he noticed the Crockett project is listed, wheni is the start date? They will remove the existing bridge and replace it with concrete boxes and will serve as our bridge, from a 20-22' wide street it will be widen to a. 36- foot-wide street, we will be utilizing Urban County. funding to pay, for the materials only.
