Main Street Farmersville, TX 75442 PRELIMINARY MATTERS Mayor Overstreet called the meeting to order at 6:00 p.m. Councilmembers Coleman Strickland, Ted Wagner, Mike Henry and Lance Hudson were in attendance and there is currently 1 vacant position on the City Council. City staff members in attendance were City Manager, Ben White; City Secretary, Tabatha Monk; Finance Director, Daphne Hamlin; Police Chief, Marsha Phillips; Fire Chief, Greg Massey (as well as members of the Farmersville FD); Warrant Officer, Rick Ranspot; Development Platting, Tech., Bryan Wood and City Attorney, Amy Prayer was led by' Warrant Officer, Rick Ranspot and the pledges to the United Mayor Overstreet welcomed everyone and then went over the calendar of Stanphill. States and Texas flags were led by Mayor Overstreet. upcoming meetings and events. II. PUBLIC COMMENT ON AGENDA ITEMS (FOR NON-PUBLIC HEARING AGENDAI Richard Hill spoke regarding items G and H on the Regular Agenda portion of the City Council Agenda and urged the Council to table these items. III. CITIZEN COMMENTS ON MATTERS NOT ON AGENDA Randy Smith spoke before the Council regarding thanking City Staff for patching up the street on Farmersville Parkway and stated they did a very good job. Mr. Smith also spoke regarding Hamilton Street, Farmersville Parkway and the bonds regarding the streets. He also spoke about the timing City Council Minutes October 07, 2024 2IPage of the traffic lights around the area of Farmersville Parkway and Hwy. 380. He also spoke regarding information on the priority street list. Richard Hill spoke regarding his property. II. CONSENT AGENDA Items in the Consent Agenda consist of non-controversial, or housekeeping" items required by law. Council members may request prior to a motion and vote on the Consent Agenda that one or more items be withdrawn from the Consent Agenda and considered individually. Following approval of the Consent Agenda, excepting the items requested to be removed, the City Council will consider and act on each item sO withdrawn individually. B. Fire Department Report C. Mr. White advised these properties are on the West side of Hwy. 380 by the propane tank in that area near Home Grown plants. Generally, about halfway between Brookshires and Home Grown plants. Mr. White advised the depth of the property does not touch any of the roads but one of those roads (CR 557) comes up to the back of the Islamic Cemetery this property is to the East where it makes the 90-degree bend in the road, but again does not touch the David Bond advised that all the property is Hwy. 380 frontage and there is nothing at the rear and maybe 1 or 2 parcels in between the properties and it goes midblock not further east to Brookshires or anything like that. Councilmember Henry advised (from the plat) it looks to be about 770 feet Mr. White advised the depth of those lots is about the same as the southern Councilmember Henry wants to confirm with legal that regarding the 2 objections read my Mrs. Monk, if this is approved at tonight's meeting it will not affect other properties in the area with the state's regulations on the ETJ and taking property in. Jacob Dupuis, City Engineer with Dunnaway, updated the City Council Jacob advised this was denied by Council the first time it came through; however, they have made required revisions to meet the SF2 lot requirements, sO they are recommending approval at this time. Councilmember Henry asked, regarding Buckskin if there are any required improvements by the developer and also on Merit Street? Jacob advised there are some required improvements on both. Merit Street has sewer but not water or an actual roadway, they will have to extend that down. On Buckskin Street, they will have to do some minimal line extension because the water line does not go from Houston St. to the railroad sO they will have to finish extending sO all the lots get water to them. The 1st payment starts January 2026 and is $296,641.00 throughout 2034 and there is a final Stephanie Cates with Government Capital confirmed Mr. White's payment Scott Beckwith with Siddons-Martin answered questions regarding this item and he advised if this item is approved tonight they have secured one of these trucks for Farmersville with a delivery date of January 2025. Mayor Overstreet opened this item. Chief Massey updated the Council regarding this item and demonstrated some of the equipment with the assistance of Captain Williams. Jacob advised this was recommended for approval by the Planning and Zoning Commission conditionally upon execution of an easement agreement for usage of construction permanent installation and maintenance of Farmersville Parkway along the North side of the property. Jacob also recommends conditional approval with that easement agreement Councilmember Henry made a motion to approve the Final plat with the condition of the execution of the easement agreement recommended by the Councilmember Wagner seconded the motion to approve with the being executed as well. Mayor Overstreet opened this item. David White addressed the Council regarding his opposition to this item. Mr. White advised that originally the acreage on this annexation was 102.54 and reduced to 89.2 acres. This was done to only annex portions that were outside other city's ETJ., sO it would not conflict with state law that says you Councilmember Henry clarified that would be the portion for Celeste. Councilmember Henry clarified the Resolution R-2024-1007-001, there is no ETJ associated with it and this is in order to allow a public hearing to be set. can't annex inside another cities ETJ.'s.
