Animal Center for City Manager; Luciano Ozuna, Jr, stated the proposed contract called for an increase ofabout 60% to approximately $170,000 aj year. Mn Ozuna went on to bring the Commission up to date on several meetings held between the Lower RGV Development Council with other cities and the negotiations on Alamo 's contract with new management: of Palm Valley Animal Center: He stated the negotiated contract amount had been reduced to about $124,256 aj year. A revised contract will be submitted to the city for approval. Consideration and action regarding thej purchase of firearms and the trade-in of used City Manager, Luciano Ozund, Jr., stated he had received this Police Department invoice in the amount of $11,157.35 but did not feel he was authorized to approve payment unless it was. first approved by the Commission. This because there had been no purchase order or purchase requisition issued. Mayor Diana Martinez askedi why it was being brought now ifthe invoice was dated May 23, 2018 to which Mr. Ozuna responded he had received it just last week: Chief Baudelio Castillo, stated he had brought this up to City Manager during the first two or three weeks afier he became Chief He stated he didi notl need any quotes because GT Distributors, Inc. hadal board mumber and also hads sole source letters. At this time, Commissioner Trino Medina motioned and Commissioner Pilar Garza seconded to approve. the purchase of firearms and the trade-in of used ones by the Alamo Police Department. For the record, Mayor Diana Martinez asked Mr. Ozuna ifhe had received the invoice in May to which he said he did not know of the purchase until the invoice was submitted to him last week. Mr. Ozunay replied! he hadi not been aware ofthey purchase simply because the procurement process hadi not been) followed. Mr. Ozuna informed Chief Castillo that even though purchases are made through buy board or are sole source, the city's purchase order process needs to be followed. Commissioner Robert De La Garza commented the problem with this issue was not that the purchase was made but the way that it was made, circumventing the city's purchasing procedures. Legal Counsel commentedbuying/ through buy boardallows tos go outside the procurement; process but that the city's purchasing process or policies still need. to be followed. For the record, legal counsel stated to note Chief Baudelio Castillo understood: the process now. Judge Ramon Garcia regarding the upcoming Census. Judge Garcia was requesting all cities to create their own complete count committees: This resolution would allow for the creation of that committee for the City ofAlamo. Ms. Gonzalez stated Alamo will be partnering with the tri-cities and the school district to make sure there is an accurate count. Ms. Gonzalez asked that Commission submit their recommendations t0 her: At this time, Commissioner Trino Medina provided the following recommendations: Mari Borrego, Father Rene Angel, Gloria Espinoza, Diana Cazarez, Hector Montalvo, Norma Cardona and Odilia De La Garza. Ifthey think the city'sp project is good, they will ask the city to. submit aj full application. The city is requesting about $97,000 to replace sevend a/ci units at the Alamo YouthCenter Gym. City Manager, Luciano Ozuna, Jr, stated Mr. Robles had said the school district had installed two 10-ton ac units at their gyms. Ms. Gonzalez: statedi in order to meet the deadline, for now the letter ofi intent willi indicate funds would be utilized to replace. the seven units. Consideration and action to employ a consulting engineer to assist in obtaining Cily Manager, Luciano Ozund, Jr, stated Commissioner Trino Medina hadi requested this item on the agenda. This was for consulting services to assist the city in obtaining, funding, for offsystem roads. Commissioner Trino Medina stated this individual. could assist not only in obtaining, funds from the MPO for roads but also for infrastructure. This individual would assist in working to bring new projects to the city. Mayor Diana Martinez asked if city engineer could do this for the city to which Commissioner Trino Medina replied) he could certainly assist. Mayor Pro-Tem Pete Morales stated this could be ag good program for the city to tryf for aj year. Ifthe city sees a7 return on the investment, that means it was a good investment. Mr. Ozuna stated this was a 12-month contract at $1,200 a month.
