Call to Order and Certification of a Quorum Mayor Ram Gomez called the Aransas Pass City Council Regular Meeting to order at 6:00 p.m. Council Members present: Mayor Pro-Tem Carrie Scruggs, Council Members Jason Knight, J. Staff present: City Manager Gary Edwards, City Secretary Kandice Garrett, City Attorney Thomas A. Gwosdz, Finance Director Sandra Garcia, Planning Director Brenda Joyas, Public Works Director David Flores, Assistant Police Chief Aaron Jones, Police Technology Manager David Offalter, Interim Fire Chief Jason Padron, Municipal Court Judge Henrie Morales, and With Council Members present, a quorum was established. Dennis Peacock spoke about a proposal for undeveloped land adjoining Conn Brown Harbor. Chris Clark addressed the council regarding puttingi in place a speed limit sign at Harbor Heights. Jason Followell spoke about alleged corruption. Staff Reports and other Discussion Items 6. a. Presentation and discussion of Final Report of Proposed Recommendations to the City City Attorney Thomas Gwosdz recognized and thanked the committee members. He presented the propositions for A-E of the Charter and acknowledged Council had been supplied with the Charter from the 2024 Charter Review Commission (City Attorney) redline revisions oft the Charter for consideration. 7. Consent Agenda a. Approve the September 10, 2024 Workshop Meeting Minutes (City Secretary) b. Approve the September 16, 2024 Regular Meeting Minutes (City Secretary) Mayor Pro Tem Scruggs made a motion to approve the September 10, 2024 Workshop Meeting Minutes and September 16, 2024 Regular Meeting Minutes, seconded by Council Member Knight and the motion passed with the following vote: Gomez, Scruggs, Knight, Dominguez, and Haskins voted Aye. Action Items 8. Consideration of approving Resolution No. 2024-1066 for the Next Generation 911 Fund Police Technology Manager David Offalter presented this item and stated the department was awarded a grant last August from CSEC to start moving to their Next Generation 911 system. This amendment has three minor changes: funding be completed by December 31, 2026; reimbursement requests be turned in by October 2026, an updated email address for a federal Council Member Knight made a motion to approve Item 8.g., seconded by Mayor Pro Tem Scruggs and the motion passed with the following vote: Gomez, Scruggs, Knight, Dominguez, a. Consideration of approving to award al bidi to SAM Managed Geospatial Services fort the RFB 2024-001 NG911 GIS Services project int the amount of $71,990.00 with an annual renewal Mr. Offalter also presented this item. He explained that the first part of upgrading the GIS system is mapping and the Next Generation 911 system uses a map similar to Google to locate the 911 Grant Agreement. Amendment. Community Outreach Director Kaylynn Paxson presented this item. She reminded the council the decision was made to move forward with Lynn Engineering for preliminary drawings. This contract will result in two rendering drawings and cost estimates for consideration. Consideration of approving first reading of Ordinance No. 2024-4467 granting CenterPoint Energy Resources Corp. DBA CenterPoint Energy Texas Gas Operations, the right, privilege and franchise to construct, install, extend, remove, replace, abandon, operate and maintain its facilities within the public rights-of-way of the City Of Aransas Pass, Texas for the transportation, delivery, sale and distribution of natural gas; containing other provisions relating to the foregoing subject; providing for severability and providing an effective date. City Manager Gary Edwards opened with remarks and City Attorney Thomas Gwosdz stated that this agreement is required by our Charter to be approved with two separate readings and be separated by a number of times to be published in the newspaper four times. He stated that the Yoakum List Station is one of the City's main hubs and this contract is for the design of lining to the well that has eroded by sewer gas to prevent further deterioration. Herb Lancaster- -Appointment as alternate member Planning Director Brenda Flores presented this item and corrected the record by noting Alexander Pikas will be appointed as a regular member from formerly serving as an alternate member. Council Member Knight asked about the stipulations to be al board member. Ms. Flores answered that iti is a requirement for a person tol have an environmental background familiar with the requirements of the ESA, and further answered him by stating that you do not have to be a Mayor Pro Tem Scruggs made a motion to appoint Alexander Pikas, Oscar Medina, and Herb Lancaster to the Environmentally Sensitive Area Board, seconded by Council Member Knight and the motion passed with the following vote: Gomez, Scruggs, Knight, Dominguez, and Mayor Pro Tem Carrie Scruggs made ai factual statement that the annexation lawsuit was settled by a vote of 3-2 solely because the industrial company funding the attorneys on that annexation lawsuit had much bigger pockets than the City and we had to do what was right. resident of Aransas Pass to be a member. Action on Executive Session Items The council reconvened the meeting at 7:55 p.m. Mayor Pro Tem Scruggs made a motion to approve the salary for Municipal Judge at $75,000, seconded by Council Member Knight and the motion passed with the following vote: Gomez, Mayor Pro Tem Scruggs made a motion to accept the resignation of City Manager Gary Edwards and approve Interim City Manager Mary Juarez, seconded by Council Member Knight and the motion passed with the following vote: Gomez, Scruggs, Knight, Dominguez, and Haskins voted Scruggs, Knight, Dominguez, and Haskins voted Aye.
