Mayor Diana Martinez led in the Pledge of Allegiance and Pastor Tuttle said invocation. C. Presentation and Announcements. Mayor Pro-Tem Pete Morales recognized the PSJA Memorial Wolverines tennis team for their win in the District match and wished them well in their next game with Flour Bluff He also Melina Lerma, Chamber of Commerce Chair, informed the Commission their October 18 BBO Fire Chief Roy Contreras and Mr. Arnold. Robles announced their upcoming events. D. Presentation and discussion by Hidalgo County Drainage District No. 1 on Proposed. Hidalgo County Pct. I Commissioner; David Fuentes, and Drainage District No. 1 General Due toJ flooding issues that occurred. in several areas of Hidalgo County in. June, Commissioner David. Fuentes said proposal to issue $1901 million) for drainage improvements in Hidalgo County is being taken to voters on Nov. 6. There is about $40 million in the I&S Fund from prior bonds that could be used without having to raise taxes butj just in Pct. 1, there are projects worth about $160 million. Drainage District No. 1 has identifiedal list ofprojects that would be funded with the issuance of the bonds. The District is proposing a. 3-cent increase inj property taxes which wouldi impact a $100,000 home by about $30a) year. Comm. Fuentes said the $1501 million raised with the 3-cent increase plus the $40, million already in the I&S would provide the S190 million for drainage improvements needed. Commissioner Fuentes stated that almost half of the bonds would be utilized for projects in the Pct. 1 area and was thankful to. the other County Commissioners for recognizing the need in Comm. Fuentes' precinct. Commissioner Fuentes assured the Commission he would continue to be available for Alamo. He also committed to use the bond funds for local drainage projects only. Mr. Raul Sesin spoke briefly on the previous and ongoing projects in Alamo. Finally, Comm. Fuentes stated project No. 9 (Delta Region Water Reservoir) would addo capacity toi the main drain whichi ini turn impact the northern part ofAlamo. Comm. Mr. Lizcano stated the American College of Surgeons advises there should be trauma Level I healthcarej facility per I million residents. The Rio Grande Valley has approximately. 1.4 million residents and that number will more than likely increase to. 2 million with the new census. Efforts are being made to present the needj for a Trauma Network to be included for a trauma Levellin our region at the upcoming legislative session and are asking. for the support from all the RGV cities. This network would provide the necessary. services not only for the surrounding cities but also for the whole region. City Manager, Luciano Ozuna, Jr., informed the Commissioners this budget amendment was needed. in order to pay some Police Department expenditures. These funds would be reimbursed. to the city from the Edward Bryne Memorial Justice Assistance Grant. Commissioner Trino Medina motioned. and Mayor Pro-Tem. The trucks would be! purchased.from GriffithFord in Seguin, Texas through Buy Board Contract #521-16 in the amount of $153,932.16. Luciano Ozuna, Jr, City Manager, informed the Commission the price quoted was only pickup amounts. Staff was still waiting. for additional pricing. for the lights, emblems and other specifications requested which will be brought forth) for approval at al later date. Mr Ozuna also stated staff had also requested! proposals fromi three banks for thej financing ofthet trucks. Consideration: and action to: approve request by the Quarterback Clubt to close Alamo Commissioner Trino Medina stated he had placed this item on the agenda at the request oft the Quarterback Club. The request was to close Alamo Road from HEBI to Ridge Road for a parade. He apologized for bringing the item late for approval but they had not been sure of the parade. Consideration and action to approve an organizational chart for the City of Alamo. City. Manager, Luciano Ozuna, Jr., stated there was only one correction to the chart being recommended, for approval. The Secretary title under Parks and Recreation Director should be corrected to say Administrative Assistant. Commissioner Robert De La Garza motioned and Mayor Pro-Tem. Pete Morales seconded to approve an organizational chart for the City ofA Alamo 0. Consideration and action on havingar new Watermelon Festival Committee selection Melina Lerma and Carrol Moering presmdarcommemdation to the Commission: regarding the selection oft the Watermelon Festival Committee. Ms. Lerma stated the committee has previously been made up of the Commission's appomtments. Ms. Lerma is now recommending taking the Commission: 's and committee! 's suggestions and conduct a vetting process on! them. There will be some requirements that need to be met such as providing sponsorships, timely resources, and recruitment ofi volunteers. Since the festival is growing, the committee needs to grow with it as well. Once the list ofcommittee members is finalized, it will be presented to the Commission. Ms. Lerma alsoz requested! to meet with citys staffi involvedi in the festival in an effort toy make thej festival as smoother process. Mayor Diana Martinez indicated Ms. Kvette Mendoza, Finance Director, would be the point ofo contact for the financial side of the festival. Commissioner Trino Medina indicated other non-profit organizations also conduct the vetting process with requirements, for their members. Commissioner Trino Medina asked Ms. Lerma ifthey anticipated better results as far as festival revenues to which she replied that was the reason this recommendation was being presented to the Commission: The committee was not happy with the numbers) for the past) festival and were able to pinpoint. some ofthe! problems. Commissioner Trino Medina stated the goal was not to make money butj for the committee to at least break even with expenditures. Mr. Tapia stated there is a potential for all oft the area to become retail within the next 18-24 months. Commissioner Medina asked Mr. Tapiai to be more proactive at assisting the properties on the Expressway to sell their properties. Mr. Tapia stated he has communicated with some brokers on some properties. Commissioner Trino Medina asked Mr Tapia to provide the value information on several properties. Q. Presentation of AEDC End of Year Report for FY 2017-2018. Mr Rafael Tapia, AEDC presented his year report stating 62% ofthe EDC budget is restrictedto bond repayments therefore, there is al limited budget. He summarized the four key sections: RLF Program, Retail Recruitment, IndustrialDisribution Recruitment and Basic Economic Highlight: FY2018 Sales Tax allocation was up by 5.81%. The $3,592,557.69 collected was the Development efforts. highest amount collected: within af fiscal year. R. Presentation of Departmental Reports. City Manager, Luciano Ozuna, Jr., informed Council his report was handed. to them just prior to Judge Celia Garcia, stated revenues for Municipal Court for period from Oct. 2017- Aug. 2018 were $497,726.85. Mayor Diana Martinez asked on the amnesly program. and. Judge Garcia reported about $41,093.82. was collected for the amnesty period in September. Commissioner Trino Medina thanked the Judge for her work and transparency. Mayor Pro-Tem Pete Morales also thankedJudge Garcias stating they, receive praise for things like the amnesty program because its shows they want to help the community. Judge Garcia reported they also have other programs CITIZEN PARTICIPATION: Five minutes per person with no response from the City Herb Moering thanked the Police Department, for quickly responding to: a report ofan attempted break-in at the Royal Palms Mobile Home Park Club House on Sunday.
