Work orders countywide Grade gravel roads Bridge approach repair Brush cutting Shoulder repair Mowing and litter removal countywide (underway) SHERIFF/ANIMAL CONTROLNNRJ Sheriff Smith reported there were 1,919 calls for service for the month of May, 308 civil papers were served, 5 arrests, 33 warrants served, 12 protective orders with 39 traffic summons. TREASURER Mrs. Brann reported the uncollected taxes for 2023 is $318,237.72. Mrs. Brann stated the collection process continues. Mrs. Brann expressed her appreciation for the IT department, as they are a vital department to the Treasurer's Office. COMMISSIONER OF REVENUE Mrs. Mothershead updated on behalf of Jennifer Delano, stating the Board of Equalization meetings will be scheduled starting at the end ofJ July, beginning of August. BUILDING/PLANNINGIZONING/LAND USE Mrs. Mothershead stated total construction costs of $2,009,764, 9zoning permits issued and 3 land Mrs. Mothershead stated the planning commission did not meet in the month of. June. There are disturbing permits issued. two pending special exception requests to review next month. 5 Solar updates: Bookers Mill facility should be coming to an end very soon- - Moon Corner and Cerulean are in the process ofs site work. elfloffofRichmond Hill Road will bei mobilizing within the next couple of weeks and site work Revolution Solar on Rt3i is under review for pending land disturbing and zoning permits. SelfIV (Drinking Swamp Road) is under review for land disturbing permit. will begin RICHMOND COUNTY EMERGENCY SERVICES Chief Paulette reported Richmond County Department of Emergency Services responded to 153 calls for service in May. Total revenue recovery for the month was $41,673.79. Chief Paulette stated May was another record month from the previous year's totals. The department continues to see a steady increase in calls each month from the previous year's totals. Emergency Services continue to: move forward the drug program and have received the dispensing machines and the supply room has been finished with all required modifications. Chief Paulette is waiting on installation teams toi install the hardware and software needed to run the equipment. Chief Paulette stated he is still awaiting pricing to come back from Stryker on the equipment that The kids from Cuddlebugs did their annual visit in May. The kids talked with the on-duty crews Once installed, he can move forward with inspections and licensing, is in most need of replacement and will have that figure next month. and toured the Units. RICHMOND COUNTY VOLUNTEER FIRE DEPARTMENT Company 2 (Farnham), and 21 total calls for Fire Company 3 (Newland). David Thomas reported there were 8 total calls for Fire Company 1 (Warsaw), 3 total calls for Fire Upcoming events and Notes to include: Addition to Co. 3 is starting soon. SOLID WASTE Mrs. Mothershead there were 601 total hauls for the: month ofl May. 30( (Indianfield), 17 (Farnham), &13 (Newland). There were 125 visits to the brush site. PUBLIC COMMENT CliffMullin, 8351 Historyland Highway, seemed impressed with Richmond County Public School Ken Blackley 325 Cat Point Drive, expressed his love for Richmond County Public Schools and as Chairman of the School Board, Mr. Blackley requested a yearly meeting with the Board of DAVENPORT & COMPANY-FY2 25REVENUE ANTICIPATION NOTE RESULTS Representatives from Davenport and Company and Sands Anderson are present to present results received from four banks on the FY25 revenue anticipation note. Due to the budget decisions made inj prior years and the amount of reserve funds that have been accumulated, this loan is not as necessary as ini the past, but provides the County a "security blanket" especially during the months wherein taxes are awaiting collection. Amounts considered this year for the note will be $1,000,000 or $2,000,000 with maturity of either a 6 month period or a 12 month period. The FY24 RAN will be paid at the end of June and this loan will be scheduled for a closing at the Systems. Mr. Mullin also expressed VDOT concerns for the solar facilities. Lee Sanders, Chairman Richmond County Board of Supervisors INTERNSHIIP AGREEMENTS Mrs. Mothershead mentioned Richmond County will be participating in the Virginia Cyber Navigator Program again this year. The goal oft the Program and internship is to provide students with opportunities to expand their education with real world training that connects local election security with professional development. Agreements have been entered into with the Electoral Board and the colleges from which the students attend. Specific projects will be assigned to the interns that will help with progress on the Local Election Security Standards checklist. The interns will be working remote under the direction ofHalle Cullison and Chris Jett. 9 ONGOING PROJECTS VDOT RECREATIONAL TRAIL PROJECT Mrs. Mothershead noted the. ARM Group is working towards an updated preconstruction estimate to submit to VDOT for approval. COGGIN BUILDING-RENOVATION Mrs. Mothershead mentioned she included an easement to join into a Right-of-Way agreement with Dominion to have the three phase power ran to Coggin. Mrs. Mothershead stated Haley's Builders are worried if the power isn't ran soon the humidity will affect some of the fixtures "On a motion made by Richard. E. Thomas, the Board voted: F. EMSSTATION#2 Mrs. Mothershead stated surveying and initial wetlands work are underway on the EMS Station #2 site. Once field survey and wetlands are received, ARM Group will make certain that these footprints are still feasible. Mrs. Mothershead presented a diagram of the new: footprint. COMMERCE PARK EDA GRANT Mrs. Mothershead stated review of E&S plans are: still ongoing for the EDA project. These reviews will need to be complete prior to submitting the project for bids. ERP (FINANCIAL: SOFTWARE) CONVERSION Mrs. Mothershead mentioned trainings with RDA have taken place over the last couple of weeks. Wea are still shooting fora a July 1 switchover: fora accounting practices. Mrs. Mothershead expressed appreciation to Denise Dunaway, Bea Sanders, and all ofthe other offices that helped with thej pre- audit group, who are excited to see the new conversion take place. EMERGENCY RADIO INFRASTRUCTURE Mrs. Mothershead noted a bit of good news was received on the emergency radio infrastructure project. A: structural analysis report was completed to determine thei tower stress level. The analysis was performed in accordance with the 2021 Virginia Construction Code based upon a 3-second gust wind speed of 122 mph. The structure passed the test meaning that the equipment proposed will be able to be installed without any additional reinforcements to the tower. However, the grounding determination is still outstanding. 10 DHCD-COMMUNITY DEVELOPMENT BLOCK GRANT (SCOTTTOWN) Mrs. Mothershead stated several meetings have taken place with the Planning District Commission to sort through the requirements for submittal to DHCD. Further information will be provided in the coming months.
